Social basic medical insurance is conducive to promoting social equity.The current medical system in Chengdu is fragmented.Although the urban-rural integration has been completed,the types of insurance are still divided by occupation.It not only restricts the improvement of Chengdu’s medical security level,increases people’s medical burden,but also affects the city’s economic development,resulting in the widening gap between the rich and the poor and increasing social unrest.Following the idea of finding,analyzing and solving problems,this paper selects Chengdu,which has made great achievements in medical insurance reform,as the research object,takes the theory of public service equalization and Pigou’s welfare as the guiding theory,and analyzes the current situation.This paper selects the countries with good development of medical insurance system,such as the United Kingdom,the Netherlands,South Korea and Chengdu,to conduct a comparative study on the integration of basic medical insurance system,analyzes the advantages and disadvantages of Chengdu in the process of integration of basic medical insurance system,and concludes that the integration of medical insurance in Chengdu should focus on solving the problem of shortage of medical insurance fund.As an important means of social redistribution,urban employee basic medical insurance and resident basic medical insurance needs to narrow the gap between the rich and the poor,and puts forward suggestions and countermeasures from three angles of government,individual and society.The problems existing in the reform of medical insurance integration in various cities have both universality and particularity.The realization of medical insurance integration in Chengdu will provide experience for other cities and regions.
