Study On The Problems And Countermeasures Of Marine Fishery Administration Law Enforcement In Hebei Province

The length of Hebei province coastline is 487 km.The ocean fishery resources have a natural endowment.According to statistics,Hebei province now has more than 7,100 fishing boats operating at sea,and more than 8,000 fishing vessels without formal procedures.In recent years,with the gradual depletion of Marine fishery resources,Marine fishing nets are becoming smaller and smaller.Although the country has established a moratorium on fishing during the summer season,the "tragedy of the Commons" has formed a vicious circle,with the neglect of production safety,overfishing and destruction of Marine ecological resources becoming more and more serious.The Ministry of Agriculture and Rural Affairs has put forward guidelines on "managing vessels,personnel and catches according to ports".The competent fishery departments at all levels in Hebei Province and their subordinate Marine fishery administration and law enforcement agencies undertake the main task of fishery administration and law enforcement in the inner side of the no-fishing line(12 nautical miles)of the bottom trawling net of Marine motor fishing vessels.However,due to many factors such as the actual situation and the construction of fishery law enforcement system in Hebei Province,there are still many problems to be solved.This article is from the perspective of the solve the problem existed in Marine fishery law enforcement in hebei province,this paper takes the administration according to law and administrative supervision theory,new public management theory and new public service theory as the instruction,this paper adopts literature research,empirical analysis,comparative research,social investigation method,such as research methods,research and put forward the countermeasures and Suggestions to solve the problem of Marine fishery law enforcement exist in hebei province,is pushing forward the construction of the hebei fisheries local rules and regulations to strengthen fishery law enforcement team construction,improve law enforcement equipment construction,intensify law enforcement and base construction and improving the fishery law enforcement evaluation system.
