A Study On The Conflict Of Interest And Coordinated Countermeasures For The Development Of Ecological Agriculture In Erhai Basin From The Perspective Of Stakeholders

The development of ecological agriculture is of great strategic significance for the formation of a new pattern and mode of watershed development and the overall coordination of ecological protection and high-quality development in Erhai Basin.However,the development of eco agriculture in Erhai Basin is a huge and complex system project,involving three kinds of stakeholders: core stakeholders(government,farmers,agricultural enterprises,professional cooperatives,consumers),dormant stakeholders(large planting households,family farms,financial credit institutions,scientific research institutions),and marginal stakeholders(Tourism developers).Due to imperfect policies and regulations,vague guidance of macro-control,insufficient public services and other reasons,the “self” thought of the interest subjects is confused,and there are multiple contradictions between inaction and demand realization,which leads to continuous conflicts among the interest subjects in the development of ecological agriculture in Erhai River Basin,and the development of ecological agriculture is difficult.How to coordinate the interests conflicts has become an urgent practical problem to be solved.Based on this,this paper takes the perspective of stakeholders as the starting point to explore the interest conflicts and solutions of core stakeholders in the process of developing ecological agriculture in Erhai Basin under the background of ecological governance.Based on the relevant theories of minority economy,this paper focuses on the core stakeholders in the process of developing ecological agriculture,and the research scope is determined as Erhai watershed of Dali Bai Autonomous Prefecture,the population settlement of the Bai.Combined with the particularity,reality and urgency of developing ecological agriculture under the background of Erhai pollution control,this paper tries to solve the conflicts from the perspective of stakeholders.Based on the literature review,this paper conducted in-depth interviews and surveys,and identified ten types of stakeholders for the development of ecological agriculture in Erhai Basin.First of all,we use “multi-dimensional subdivision method” and “Mitchell scoring method” to divide the stakeholders,and use spss19.0 software to test the reliability of the questionnaire and analyze the sample statistics,and define the core stakeholders in the process of developing ecological agriculture,including the government,agriculturalenterprises,farmers,professional cooperatives and consumers.Next,through the steps of questionnaire reliability test,mean sample description statistics analysis,paired sample t-test and so on,this paper makes an empirical analysis of the core stakeholders’ interest demands and realization methods,and perspective the conflicts and causes between the core stakeholders,which is the core part of the article.Finally,on the basis of the results of quantitative and qualitative analysis,combined with the development practice,guided by the principles of sustainable development,overall consideration and equal rights and responsibilities,the paper finally promotes the development of“industry” from the perspective of coordinating “people”,and provides feasible suggestions and measures for the development of ecological agriculture in Erhai River Basin of Dali Prefecture.
