Research On The Interest Relationship And Coordination Of The Cooperation Between State-owned Forest Farms And Communities In Sanming City

Under the background of ecological civilization,the problems of poor forest quality,fragmentation and relatively backward economic development in areas rich in forest resources urgently need to be resolved.The cooperative management by state-owned forest farms and communities is one of the important means to effectively solve the above problems.This phenomenon has been expanding in recent years.This behavior helps state-owned forest farms achieve the dual growth goals of forest area and forest accumulation,improves the level of moderate scale and supports the revitalization of the rural economy.State-owned forest farms and communities are two different types of forest management entities.The differentiated comparative advantages make the two sides complement each other’s resources to achieve a win-win situation.However,the problem of uncoordinated interest relations often makes cooperation difficult.Sustainability is an important issue that needs to be solved.This study aims to establish the interest coordination mechanism for cooperative forest management.This article firstly analyzed the current status of the cooperation in Sanming City through field investigations and defines stakeholders.Then,through in-depth interviews,the stakeholder appeals and interest relationships were analyzed,and the phenomenon and causes of interest imbalance were studied.Finally,the game theory model was used to analyze the game strategy and countermeasure selection between the state-owned forest farm and the community.On this basis,the interest coordination mechanism of cooperative forest management is proposed,and a case analysis is carried out.The main conclusions of this paper are as follows:(1)Stakeholders include state-owned forest farms,communities,local governments and forestry departments.They have interests in politics,economy and society.Cooperation can satisfy the interests of various stakeholders.(2)During the cooperation,there are some problems,such as community breach of contract,low enthusiasm of state-owned forest farms and lack of support from the county government.It is necessary to build a benefit coordination mechanism.(3)According to the analysis of the game theory model,forest farms and communities should actively fulfill the contract and forest farms should dominate management.On this basis,this study proposes a resource complementation mechanism,a benefit sharing mechanism,a community interest priority mechanism and a government guidance mechanism,which can help coordinate interest relationships and make cooperation sustainable.
