Research On Coordination Of Interest Conflict In Innovative Cooperation Of New Plant Varieties

Since China joined the UPOV(International Convention on the Protection of New Plant varieties)in April 1999,the protection system of new plant varieties in China has been improved day by day,and the market-oriented reform of the seed industry has been gradually deepened.In order to meet the needs of the reform and improve the ability of breeding innovation,agricultural institutes,agricultural universities and seed enterprises have carried out cooperation in the innovation of new plant varieties.The establishment of innovation cooperation means that the main body becomes the benefit community,and the conflict of interest will not be avoided,the influence of the conflict of interest among the main bodies on the innovation cooperation of the new varieties of the plant is analyzed,and the effective and feasible conflict-of-interest prevention and control strategy is put forward.The stability and the competitive advantage of the breeding cooperation are greatly improved,and the industrialization process of the new species is accelerated.It is of great significance to study the conflict of interest coordination strategy of new varieties of new species,and it is also the purpose of this paper.In this paper,according to the "theoretical research→discussion on the present situation→empirical analysis→model application→correlation strategy" path,This paper constructs"the Coordination Theory of conflict of interest in the Innovation of New Plant varieties→Analysis on the present situation and current situation of the Cooperation in the Innovation of→New Plant varieties and the present situation of the conflict of interest→Research on the influencing factors of the Coordination of the conflict of interest in Innovation and Cooperation To construct the research framework of conflict of interest coordination strategy for innovation and cooperation,aiming at the new plant variety innovation facing the dilemma of conflict of interest,the specific content is as follows:The main contents are as follows:(1)Calculate the primary conflict of interest events among the main bodies in the innovation cooperation of new plant varieties.By constructing the intuitionistic fuzzy number system of conflict of interest among the subjects of new plant variety innovation cooperation,the conflict of interest events with the greatest degree of conflict among the subjects aredetermined.(2)Analysis of the influencing factors of the coordination of cooperative conflict of interest in the innovation of new plant varieties.(3)Construct the improved Shapley conflict of interest coordination model.The Shapley model is improved by using five coordination models:innovative agent breeding and development strength,labor cost,cooperative bargaining power,risk factors and subject information sharing degree.(4)Put forward the coordination strategy of cooperative conflict of interest in the innovation of new plant varieties.It provides ideas for solving the problem of conflict of interest in the practice of innovation and cooperation.
