| At present,there are many problems in rural drinking water projects,such as large design water supply scale,insufficient water supply rate,backward management level and so on.In order to effectively improve these problems,rural drinking water projects need to be effectively evaluated and analyzed from design to management.Due to the general characteristics of mountain areas in Shanxi Province,there are some problems in regional drinking water projects,such as difficulties in water supply,low guarantee rate of water sources,different formulation of water prices,lack of managers and so on.This paper takes the generally representative drinking water project in gu county as the investigation object,on the basis of on-the-spot investigation and consulting a large number of documents on the operation data of rural drinking water project in gu county from 2000 to 2018,using Analytic hierarchy process(AHP).Nine indicators are selected to establish a scientific and practical mathematical model system,and the corresponding measures and suggestions are put forward according to the analysis.the specific research contents and conclusions are as follows:(1)The analytic hierarchy process is used to construct the evaluation index system of rural drinking water project.The general goal of the evaluation system is to evaluate and analyze the operation benefit of the rural drinking water project in gu county,and the second evaluation index system is established from three aspects: water supply,project operation and post-project management.The third layer evaluation index system is established from nine aspects: designed water supply scale,water supply population,water supply quality,actual water supply quantity,source guarantee rate,pipe network management and protection,water price formulation and collection,management personnel level and post-project investment.(2)Gu county in Shanxi Province is selected as a case for evaluation and analysis,and qualitative and quantitative analysis are carried out through objective data.The results show that there has been a long-term shortage of water supply in gu county,and the local centralized water supply is the main way of drinking water for residents.the scale of the project is mainly concentrated between 20 ≤ W ≤ 200m~3/d,and the median water supply rate is 80%.At the same time,it is common in the water supply area of gu county that the designed water supply scale is larger than the actual water supply,and there is a significant positive correlation between the water supply loss and the actual water supply scale.According to the actual survey data,there are difficulties in the formulation and collection of water price in gu county.The implementation of water price is generally lower than the full cost,uneven distribution of investment areas after the project,low cultural level and small number of managers.(3)The results of the evaluation index system show that the water supply in the criterion layer has the greatest influence on the operation benefit of the drinking water project in gu county,the weight value is 0.5390,the second is the project operation,the weight value is 0.2973,and the last is the post-project investment,the weight value is 0.1638;In the index layer,the designed water supply scale has the greatest influence on the operation benefit of the gu county drinking water project,the weight value is 0.2216,and the influence of the investment after the project is the least,the weight value is0.0916.According to the construction of the index system,the prediction and suggestions for the maximum impact index are put forward. |
