Water resources are not only natural resources related to human survival,but also strategic resources recognized by the world that affect the development of human society.The implementation of the Ningxia Central-Southern Urban and Rural Drinking Water Safety Project(hereinafter referred to as the “Ningxia Central-Southern Water Transfer Project”)brings abundant water resources to the water receiving area,which can effectively alleviate the shortage of water resources in the water receiving area and ensure the safety of drinking water for humans and animals Solve the problem of farmers getting rid of poverty and prosperity,promote regional economic and social leaping development,and accelerate urbanization in southern Ningxia,optimize regional industrial structure,promote regional economic development,and improve the local ecological environment.This study combines quantitative and qualitative analysis methods to discuss the effect of the water transfer project in central and southern Ningxia on the allocation of water resources in the water receiving area.Based on this,The research content and results are as follows:(1)Investigate the status of river systems and water resources in the receiving area,and further analyze the development and utilization of water resources in the receiving area.Then clarify the main problems in the development and utilization of water resources in the water-receiving area,the purpose is to provide basic data for the optimal allocation of water resources in the water-receiving area in the later stage.(2)Analyzed the basic theory of optimal allocation of water resources,including the purpose,principles,forms,and basic conditions of optimal allocation of water resources.According to the current situation of water resources in the water receiving area,a water resources optimal allocation model is established,which provides a theoretical basis for the establishment of the evaluation index system of water resources allocation effect and the application of evaluation methods.At the same time,the connotation and criteria of water resources allocation effect evaluation are introduced systematically,and the process framework of water resources allocation effect evaluation in the receiving area is constructed.(3)The principle of establishing the evaluation index system of water resources allocation effect in the water receiving area is studied,as well as the selection of indexes,determination of quantitative methods and calculation of index weights.In order to more accurately evaluate the different effects of the water resources allocation in the water receiving area before and after the water diversion project in central and southern Ningxia,the indicator system for the water resource allocation effect in the water receiving area was established from three aspects: social,economic,and ecological environments,and the characteristics and indicators Quantitative methods of various indicators.The social effect indicators select per capita water consumption,regional water shortage rate,and urbanization rate;the economic effect indicators select water consumption per 10,000 yuan of industrial output value,and unilateral water GDP;the ecological effect indicators select ecological water shortage,pollution capacity,urban per capita The green area is used as the evaluation index system for the optimal allocation of water resources in the water receiving area of the water transfer project in central and southern Ningxia.AHP(AHP)-variation coefficient method combined weighting method is used to calculate the weights,which lays the foundation for the calculation of the evaluation of the later water resources allocation effect.Finally,the research on the evaluation method of water resources allocation effect is carried out.The principal component analysis method and the fuzzy matter-element comprehensive evaluation method are discussed in detail.The solution steps of the evaluation method are summarized separately.(4)A case study was conducted with the aim of the water allocation effect of the Ningxia Central-Southern Water Transfer Project on the water receiving area.Using the optimal allocation model of water resources established in this paper for water allocation,from the perspectives of life priority and ecological priority,2020 and2025 are selected as the planning level years,and the water resources allocation with and without the participation of the central and southern water transfer project is set respectively.There are 8 kinds of schemes.Quantitative analysis of the optimal allocation of water resources revealed that the Ningxia Central-Southern Water Transfer Project not only changed the water supply structure of surface water,groundwater and yellow water,but also changed the water supply composition of the domestic water sector.Secondly,according to the optimized allocation results,the evaluation index system of the water receiving area is calculated,and the eight types of water resources allocation are calculated by the principal component analysis method and the fuzzy matter-element comprehensive evaluation method based on the combination weighting of AHP(AHP)-variation coefficient method.The overall score value of the plan,and the ranking of the advantages and disadvantages,it is concluded that the plan 7 is based on ecological priority in 2025,and the water resource allocation plan with the participation of the central and southern water transfer project is the best plan.The calculation results of the two evaluation methods show that the water transfer project in the central and southern regions has increased the amount of water available for the water receiving area,while changing the water supply structure of the water receiving area,stimulating the social and economic development of the area,and promoting the stable operation of the ecological environment.Finally,by comparing the weight values of all indicators and the comparison of the first and second principal components in the SPSS principal component analysis,it is found that: water consumption per capita,water consumption per 10,000 yuan of industrial output value,pollution capacity,urbanization rate,GDP per capita,unilateral water GDP and urban per capita green area have the largest calculation results,that is,the indicators that have the greatest impact on the allocation of water resources are the per capita water consumption and the water consumption per 10,000 yuan of industrial output.In order to meet the sustainable use of water resources and take into account the current and future development needs,human society While pursuing benefits,we should pay more attention to the healthy and harmonious development of the ecological environment.Therefore,improving the efficiency of per capita domestic water use and 10,000 yuan of industrial value-added water use,promoting the economic development of the GDP of the water-receiving area,and increasing the per capita green area of the city are to improve the water-receiving area.An important guarantee for the comprehensive benefit of resources.
