With the rapid development of China's national economy in recent years,the consumption of energy resources has continued to increase,and the problem of environmental pollution is very serious.The relationship between human society and resources and the environment has become more severe and the contradictions have become more intensified.How to achieve harmonious coexistence between man and nature,and how to achieve comprehensive,coordinated and sustainable development have become the main problems facing the current social and economic development.As a major economic province in China,Shandong Province has a large population,a relatively high level of economic development,and a high industrial production output value.Resources and environmental problems are becoming increasingly serious.Under such circumstances,the development of a circular economy has become an inevitable trend.The production process must conserve resources and increase the utilization of resources.At the same time,we must pay attention to protecting the environment and reduce pollutant emissions,so as to reduce the impact of economic activities on the natural environment.The lowest,to achieve sustainable economic and social development.The content of the paper is mainly divided into five parts:The first part is introduction.First,it introduces the research background,purpose,and significance of the article;secondly,it sorts out the research methods,and summarizes the research methods,research results,and research status of domestic and foreign scholars in related fields;and finally explores the research content and The research method used in the evaluation research of industrial circular economy.The second part is an overview of the relevant theories of industrial circular economy.Firstly,the concept of resource and environmental efficiency,industrial circular economy and ecological efficiency are expounded in this article,and then the concept is elaborated from three aspects: the relationship between resource environment and economic development theory,sustainable development theory and circular economy theory.The third part is the eco-efficiency evaluation of industrial circular economy in Shandong Province.Using the relevant indicators of resource efficiency and environmental efficiency,and based on the ecological efficiency measurement model,the ecological efficiency of Shandong's industrial circular economy is measured and analyzed.The results show that the eco-efficiency of the industrial circular economy in most cities in Shandong Province showed a slow upward trend during the measurement time,and the eco-efficiency levels in Weihai and Zaozhuang showed a downward trend.During the eighteen years,the eco-efficiency in most cities was not obtained.Significantly improved.This shows that there are still many problems in the development of industrial circular economy in Shandong Province,and the development model needs to be constantly adjusted and upgraded.The fourth part is the analysis of the factors influencing the ecological efficiency of industrial circular economy in Shandong Province.By establishing an econometric model to analyze the various factors and development mechanisms that affect the ecological efficiency of the industrial circular economy in Shandong Province,a regression analysis of each influencing factor is performed.Use Stata software to analyze the panel data and draw the following conclusions:(1)Government energy conservation and environmental protection expenditure and enterprise R & D investment play a leading role in the development of industrial circular economy;(2)The intensity of investment in fixed assets of industrial enterprises has a significant positive effect on the industrial circular economy;(3)Fiscal decentralization has hindered the development of industrial circular economy;(4)The ownership structure of industrial enterprises and the structure of light and heavy industries have little effect on the industrial circular economy.According to this,the corresponding countermeasures to promote the development of industrial circular economy in Shandong Province are proposed.The fifth part summarizes and prospects.Summarize and evaluate the development of industrial circular economy in Shandong Province,and briefly explain the innovation and shortcomings of the article.
