As the pillar for the development of China's national economy,the industry can bring huge output values every year,but it consumes large amounts of resources and emits large amounts of pollutants,thus creating the huge pressure on the ecological environment.In this sense,the effective industrial circular economy indeed can reduce wastes of resources and environmental pollution to a certain extent.Though many provinces have implemented the circular economy in the industrial field in the early period,the effect actually is not very satisfactory,especially the lower industrial development efficiency,and the failed transformation of the industrial production mode with the high energy consumption,high pollution and high emission,thus making the lower development level of the industrial circular economy.To better grasp the development situation of the industrial circular economy,and further improve the development level,it is of great theoretical and practical significance to make the evaluation objectively and effectively.In this paper,it takes 30 provincial administrative regions of China as the research object,which constructs the measurement index of China's industrial circular economy efficiency based on the 3R principle of circular economy.Besides,it adopts the panel data of 30 provincial administrative regions in China from 2005 to 2018 and uses the SBM-undesirable model to for measurement,and analyze the time series analysis of industrial circular economy efficiency from the three scales of national,three regions of East,Central and West and provincial administrative regions.so as to understand the current situation of industrial circular economy efficiency in China.After that,it uses Moran index to make global and local spatial autocorrelation analysis for the measurement results of industrial circular economy efficiency,which reveals the spatial distribution characteristics of industrial circular economy efficiency in China.Finally,it uses tobit model to analyze the influencing factors of China's industrial circular economy efficiency,and the main conclusions are as follows:(1)From 2005 to 2018,the comprehensive efficiency of China's industrial circular economy has exhibited the first increase and then decrease trend,especially reaching the maximum efficiency value in 2011.In addition,the scale efficiency level of China'sindustrial circular economy can be the highest,then followed by the pure technical efficiency and the comprehensive efficiency level.And it can be concluded that pure technical efficiency is the main reason restricting the comprehensive efficiency of China's industrial circular economy.What's more,the comprehensive efficiency of the industrial circular economy in various provinces also represents great differences,and the eastern regions have the highest efficiency,then followed by the western and central regions respectively.(2)From 2005 to 2018,the global Moran's I index of China's industrial circular economy efficiency is positive and also has passed the significance test,indicating that there is a significant positive spatial auto-correlation in the economy efficiency among30 provinces in China,and further showing a strong spatial agglomeration model.The eastern regions of China mainly represent the "high-high" feature,It is spread to the western region and then concentrated in the eastern region over time.while the western and central regions show the "low-low" characteristic,and gradually expand in the central region over time.In addition,the "low-high" type is mainly concentrated in central and western regions,but the number of "high-low" type is limited and also scattered.(3)The economic level,opening up,governmental regulation and industrial agglomeration all have a positive and significant impact on the efficiency of the industrial circular economy,of which the opening up has the largest impact on it.The Level of industrialization has the negative and significant impact on the efficiency of industrial circular economy.The scientific technological innovation fails to pass the significance test,indicating its insignificant effect on the efficiency of the circular economy.
