Efficiency Evaluation Of Zhejiang Province’s Industrial Circular Economy Based On DEA

With the development of our national economy, the contradiction between resources,environment and economy becomes increasingly prominent. Hence, circular economy, whichpromotes harmony between human and nature as a sustainable economy development mode, isvalued by people. In the light of the structure of our national economy and the origin anddevelopment of circular economy, industry is an important part of circular economy, which makesindustrial circular economy the core of the whole society circular economies. In order to bettermonitor the development of industrial circular economy and enhance its development level, it is ofgreat theoretical and practical significance to make an effective and objective evaluation of itsdevelopment situation.First, this paper systematically discusses the concept and theories of circular economy,reviews and summarizes related domestic and overseas research and documents, briefly introducesdevelopment model and practical progress of circular economy at home and abroad; Second, thepaper tells that as Zhejiang Province is an economically advanced province but a small province ofresources, economic development increasingly contradicts with resources and environment. Then,it briefly narrates the development history, goals and problems of Zhejiang circular economy andfurther points out the importance of industrial circular economy; Third, based on the evaluationindexes of industrial circular economy selected according to the principals of circular economy, thepaper makes an evaluation of the scale and technological efficiency of different industrial circulareconomies in different areas of the whole province by using DEA Malmquist indexes. Moreover, itanalyzes each index through DEA basic CCR model to understand the specific situation ofZhejiang industrial circular economy and analyze the contributing factors. Finally, it explains theempirical results, points out the direction of regulation and puts forward correspondingdevelopment proposals.The new ideas of this paper include:(1) Take efficiency evaluation of industrial circulareconomy as the research subject.(2) use DEA (data envelopment analysis) to evaluate theindustrial circular economy efficiency of11cities and37sectors of industry in Zhejiang Province.(3) According to the empirical results, it concludes that there is a big difference in scaleand technological efficiency between different sectors and cities of Zhejiang, then analyzes thereasons and make suggestions.
