Research On Governmental E-procurement

Government procurement is an important part of the government fiscal system.The concept of government procurement is that the government uses fiscal expenditure for public goods to meets the needs of officials when they are doing their daily work to carry out government functions.With the rise of the Internet,China has been making efforts to develop an e-procurement framework that the government can purchase goods online by taking computer as the hardware support,taking network as the platform and taking electronic data interchange technology and electronic security system as guarantee.A well-developed e-procurement framework can not only help to improve the efficiency of government procurement and reduce corruption,but also improve fund utilizing benefits.Most researches on government e-procurement are taking countries instead of counties as the objects,I hope this essay can be a reference in the process of improving government e-procurement framework.Using documentary analysis method,survey method and case analysis method,This paper aims to introduce and analyze the government e-procurement framework of Y county,discuss its merits and demerits and try to find ways to improve it.The investigation reveals that the government e-procurement framework of Y county,which is based on “Zhengcaiyun”and “Jincaiyiti” platform,is relatively mature.But,there are still problems that need addressing.First of all,the e-procurement platform is defective.The reason is that all the relevant departments has made few efforts to communicate with each other,which leads to poor technical supports and an ambiguous target for system improving.Secondly,the supervision mechanism is not perfect enough.The reason is the absence of well-developed supervision regulations.The last but not the least,the government procurement team of Y county has a lack of professional skills.The reason is the absence of proper post-setting,the lack of assessment system and the imperfection of training system.This essay also presents some approaches to address these problems,that is,strengthening communication between departments to improve technical supports and make the platform function better,perfecting supervision regulations,staffing rationally and perfecting training mechanism to build a professional team of government e-procurement.
