China's economy has been developing rapidly and created the miracle on worldeconomy phylogeny during thirty years of reform and opening up. As a leading factorof national economy,Industry has gained the success which attract worldwideattention and drived development of the other industries and national economydirectly in the past thirty years. However, China's industry is facing growth limitchallenge and the dual constraints of resource depletion and environmental pollutionwhile rapid growth. Therefore, in order to solve these problems, China's industry needto accelerate the green transformation urgently and walk out a sustainabledevelopment road which can expand economy and also can protect resources andenvironment. Among them, the key of green transformation's realization is to improvethe total factor productivity which represents the quality contribution.Up until now, the domestic and foreign scholars have done lots of analysis aboutChinese economy total factor productivity change and its impact on the economicgrowth and economic transition from different perspectives. However, along withresources and environmental prominent problems in the process of economicdevelopment, more and more scholars think: resources and environment is not onlythe endogenous variables of the economic development, but also the rigid constraints.Therefore, we must consider not only the traditional factors of capital and labor, butalso consider the resources and environmental factors huge impact on economicdevelopment when use total factor productivity to evaluate economic performance. Soin order to measure the total factor productivity of industrial growth more accurately,and how to improve it from the angle of sustainable development contribution topromote industrial green transformation, our research work as follows:Firstly, We use the latest production frontier analysis tool SBM directionaldistance function and Luenberger productivity index, put energy consumption andenvironmental pollution into total factor productivity accounting system frameworkand analysis Chinese industry green total factor productivity during1998-2008, to make clear industrial total factor productivity change regularity and trend offluctuation; Secondly, we analysis the green total factor productivity 'sdifference andtime evolution trend between industries by using panel data clustering analysismethod and convergence test; Thirdly, according to the modern economic growththeory and sustainable development theory, we do empirical analysis about influencefactors of green total factor productivity from two aspects of environmental regulationand structure adjustment using panel data, and study ways of improving industrialgreen TFP in-depth; Finally,we provide valuable policy suggestions for Chineseindustrial green transformation according to the study conclusion.In this paper, the possible innovation lies in: Firstly,we calculate the greenindustry total factor productivity using non radial, non perspective SBM directionaldistance function based on relaxation variables, to make the estimation results moreclose to the economic reality; Secondly,the relations study on environmentalregulation and industrial green TFP is also Potter hypothesis verification from theangle of productivity; Thirdly, we divided the structural adjustment into5dimensionsto Verify structural adjustment and industrial green total factor productivityrelationship from the angle of sustainable development. Therefore, this research hascertain theory significance and the practical significance in the aspects of assess theindustrial development of TFP contribution correctly, as well as how to promote theproductivity from the perspective of sustainable development to realize the industrialgreen transformation.
