Zixing is a resource-based city.However,it was established as a resource-exhausted city by the state in 2009.The problems in its development are also typical of the predicament faced by the current economic development model of China.Under the guidance of the concept of "green development",Zixing City put forward the plan that resource-based industries must be transformed and upgraded as early as 2007,but because of the long-term environmental pressure overload and the contradiction between overburdened resources and economic development,it can not be achieved overnight.Therefore,it is urgent for Zixing City to seek a "resource-saving" and "environment-friendly" economic development path.At the same time,it is also an urgent matter for many resource-based cities in China to get rid of "path dependence".Therefore,in order to explore the degree of green transformation in Zixing City,this paper takes Zixing's main economic industries as the research object.Based on the current situation that Zixing's industries are in the critical period of transformation,this paper uses the method of green total factor productivity analysis,chooses the analysis tool SBM directional distance function and Luenberger productivity index,and adds two factors into the total factor productivity accounting system,namely environment.Pollution and energy consumption,measure and analyze the green production inefficiency value and green total factor productivity of Zixing industry from 2011 to 2017,analyze the problems and shortcomings in the production development of Zixing city,and point out the general direction for the green transformation of Zixing city;Based on the green total factor productivity of Zixing industry measured in this paper,summarize the green total factor productivity of industry from the existing literature.According to the actual situation of Zixing City,the influencing factors of the change are analyzed by regression with environmental regulation,foreign investment,endowment structure and technological progress as input variables,and the relationship and influencing mechanism between them and the green total factor productivity of Zixing City's industry are explored,so as to provide some suggestions for the green transformation of Zixing City.The results show that,from a static point of view,the average industrial inefficiency value of Zixing City in 2011-2017 is 60.79%.Among them,the industrial gross output value inefficiency value is the highest,followed by the number of employees,followed by capital stock,energy input and industrial waste.The high industrial gross output value inefficiency is mainly contributed by light industry,and can be increased by light industry gross output value in the initial stage of transformation.In order to improve green production efficiency,the average green total factor productivity of Zixing industrial industry in 2011-2017 is 4.02%,higher than the national average of 0.7%,close to the national average of 4.44%in 1998-2008,indicating that its green total factor productivity has not been significantly affected by the overall economic situation of the country,maintaining a relatively stable growth trend,but overall growth rate is not fast,green turn.Type A has not yet succeeded.The main driving force of industrial green total factor productivity in Zixing City is technological progress,which can be improved by expanding scale efficiency.From the dynamic point of view,the total green total factor productivity of Zixing's industry shows an upward trend,the growth rate fluctuates slightly,the pure technical efficiency reduces the growth of green total factor productivity,but it maintains a positive development trend in recent years.In this paper,the coal mining industry,non-ferrous metal processing industry and communication equipment manufacturing industry in the pillar industries of Zixing's industry are separately divided.The results show that all three pillar industries need to improve their green total factor productivity by improving technological progress as the main way.From the perspective of energy consumption,it can be seen that the industrial development of Zixing City is approaching to the medium and low energy consumption.Through the analysis of the influencing factors of green total factor productivity,it is found that foreign direct investment and technological progress have a positive and significant effect on the green total factor productivity of Zixing's industry,while environmental regulation and endowment structure have a negative correlation.Finally,based on the above research,it provides some feasible suggestions to build up the sense of resource-environment-economy integration development,take innovation development as the core,and take efficiency promotion as the catalyst,so as to promote the green transformation of Zixing City.
