The Urban Green Development Evaluation Research Of The Three Northeastern Provinces In China

Before the 1990s,three northeastern provinces were China's heavy industry bases,grain producing areas and energy reserves,making great contributions to China's reform,opening up and modernization.However,with the continuous advance of reform and opening up,the economic development of coastal cities were rising rapidly,while the three northeastern provinces stagnate gradually,and many problems keep appearing in the process of urbanization.Among them,the contradiction between social economic development and ecological environment is becoming increasingly prominent,which seriously hindered the advancement of green development.Excessive consumption of urban resources,environmental degradation,and the decline in the rate of social and economic development all had a serious impact on people's live.In particular,the frequent occurrence of haze in the three northeastern provinces in recent years has sounded the alarm for the advancement of urban sustainability.Therefore,it is imperative to promote sustainable urban construction,while the establishment of urban sustainability evaluation index system has great advantages in promoting urban sustainability development,analyzing key influencing factors and recognizing the current situation of the problem.Therefore,this paper hopes to provide reasonable and effective theoretical support for green development of urbanization in the three northeastern provinces through the construction of evaluation index system.According to statistical yearbook of Liaoning province,statistical yearbook of Jilin province and statistical yearbook of Heilongjiang province,34 prefecture-level cities in northeast China were evaluated for their urban green development.The results showed that among the 34 prefecture-level cities,Harbin and Shenyang,the two provincial capitals,ranked first and second respectively.According to the results of cluster analysis,both Harbin and Shenyang have reached the mature stage of urban green development.In the social evaluation,Harbin ranks the first place by absolute advantage and the third in the economic system evaluation,while the score of environmental system is lower than the average level,this indicates that further improvement were needed in environmental pollution control and pollutant discharge.Cities with relatively mature green development include Dalian,Changchun,Daqing.The medium term green development cities including Benxi,the scores were all above and below average.In the early stage of city green development including Suihua,Yichun,Heihe,Qitaihe,Jixi,Siping,Shuangyashan,Tieling,Hegang,Qiqihaer,Fuxin,Chaoyang,Tonghua,Hulvdao,Jiamusi,Baishan,Baicheng,Songyuan,Liaoyuan,and their comprehensive scores are far below the average level of development.Based on the evaluation system,aiming at the development status of the three northeastern provinces,we put forward specific suggestions on urban development from the perspectives of economic development model,development and utilization of emerging energy,and investment in science and technology research and development,aims to promote the green urban development,improve people's quality of life,and explore a new pattern of urban development with low consumption and high yield.
