The paper applies the combined method of analytic hierarchy process and principal component analysis to the comprehensive evaluation of the HSFS by taking its social, economic, resources and environmental development capacity into account. Three factors have been obtained which have had major impact on the social, economic and environmental conditions in the sustainable development in the HSFS, among which the economic development factor is the primary one. An objective analysis is made of the sustainable development conditions in the HSFS by computing the comprehensive evaluating value over the 10-year period from 1991-2000. In so doing, the paper sets out to detect the problems that hinder the sustainable development in the HSFS. By studying the causes to the problems and providing some supportive information through scientific analysis, the paper puts forward some suggestions to accelerate the development of the HSFS. |
