BACKGROUND: Since the founding of the People's Republic of China 70 years ago,especially in the past 40 years of Reform and Opening,China's political economy,culture and other fields have made great progress.At the same time,the health and hygiene have made great progress.In the process,Chinese medicine has made great contribution.The Central-to-local transfer payments of Traditional Chinese Medicine leads local resources to the key projects by non-reimbursable allocation of earmarked funds,and improves the balance of development between regions tilted distribution of funds.The Central-to-local transfer payments of Traditional Chinese Medicine plays an important role in improving the ability of local Chinese medicine services,developing the services of Chinese health care and preventive treatment of disease,and the inheritance and innovation of Traditional Chinese Medicine.OBJECTIVE: To Analyze the results of the performance evaluation of The Central-to-local transfer payments of Traditional Chinese Medicine in 2018,explore the problems existing in the implementation of the projects,and make recommendations on improving the Central-to-local transfer payments of Traditional Chinese Medicine according to the current national policies.METHODS The study obtained first-hand data on relevant documents from official websites of government departments such as the State Council,the Ministry of Finance,the State Administration of Traditional Chinese Medicine,the National Bureau of Statistics,and the performance management system of Chinese medicine projects of the State Administration of Traditional Chinese Medicine.Searched and combed related theories,policies and research progress by means of literature research to provide support for the research.In each province,the weighted average of the self-scor and verification-scor of the project was calculated as the basis for the study,used the allocated funds of the units undertaking the same project as weights.Used the transverse comparative analysis method,the difference of performance evaluation results between different regions and projects in 2018 was compared,and the effective experience was extracted from the one with higher scores.The results of this study were presented in the form of three-line table,histogram,trend map,combination diagram and statistical map.While empirical analyzing the performance evaluation of the Central-to-local transfer payments of Traditional Chinese Medicine in 2018,the study analyzed the existing problems in the process of Traditional Chinese Medicine projects,and proposed feasible recommendations.RESULTS(1)Allocation and implementation of funds.The Central-to-local transfer payments of Traditional Chinese Medicine in 2018 was 1514.79 million yuan,and the actual implementation was 930.34 million yuan,with an implementation rate of 61.4 %.Among them,the 4 provinces of Sichuan,Henan,Shandong and Hunan allocated more than 60 million yuan in funds,and Beijing,Tianjin and Shanghai allocated less than 30 million yuan.The distribution of funds was clearly tilted towards the central and western regions.The implementation rates of the 3 provinces of Shandong,Hebei and Jilin was more than 80 %,and the implementation rate in the 7 provinces of Tibet,Heilongjiang,Hunan,Gansu and Inner Mongolia was less than 50 %.Among the various key projects,the project of building the service capacity of Traditional Chinese Medicine integrated service area(Traditional Chinese Medicine Center)in the primary health care institutions was allocated the most funds(34 %),and the least funds(4 %)to standardizing the capacity of Traditional Chinese Medicine rehabilitation services.(2)Performance evaluation scores.The verification-score of the performance evaluation was selected as the embodiment of the results of the Central-to-local transfer payments of Traditional Chinese Medicine in 2018 performance evaluation and used in the follow-up research and analysis process.(1)Beijing,Jiangsu,Shandong,Jilin and Guangxi scored more than 80 points in performance evaluation,and 4 provinces of Tibet,Guizhou,Sichuan and Xinjiang scored below 60 points in performance evaluation.(2)Among the 647 projects,265 projects scored more than 80 points,accounting for 40 %,of which 51 projects reached 100 points,and the verification-score for 134 projects did not reach 60 points,representing 20.7%,of which 16 did not score.CONCLUSION(1)There were some shortcomings in the implementation of the Central-to-local transfer payments of Traditional Chinese Medicine in 2018,including the scientific and normative deficiencies in budget performance management,imperfect implementation plans and key indicators,insufficient implementation of fiscal budget and project management,and insufficient performance evaluation research and management.(2)This study proposed to strengthen budget performance management,strengthen project management,conduct in-depth budget performance management research,and attach importance to the use of performance evaluation results and problem correction and tracking.
