[Purpose] Through literature research and field investigation in Guangdong Province, to understand China's TCM health care policy and TCM service provide status. Analying the influence of new rural cooperative medical compensation policy on TCM service provide quantity, structure and efficiency, so as to improve the basic traditional Chinese medicine compensation policy, provide a basis for the promotion of grass-roots development of TCM.[Methods] Through literature analysis and collection of relevant policies and documents related to the development of traditional Chinese medicine and institutions at home and abroad, to clarify the relevant concepts and research status; to adopt the typical sampling method. Taking the typical sampling method, we select a county in Guangdong as the research sample and questionnaire the primary health institutions of the past five years of health services(including TCM service) provides. Using Epidata3.0 for data entry, using SPSS12.0 for statistical analysis of the data; using CCR model, BCC model and Malmquist index model to analyze the internal efficiency of medical service system. Through semi-structured interviews to the Secretary & the typical area of county health bureau director of Chinese medicine co management office management, township hospital dean and TCM practitioners, we can obtain the subjective and objective evaluation of the implementation process of traditional Chinese medicine health insurance compensation policy and the difficulties faced by the implementation process.[Results] The numbers of all medicine related to TCM before & after the implementation of the policy exist statistical significance(P < 0.05). Outpatient and inpatient revenue of department of TCM has increased but the growth rate is limited.The proportion of Chinese medicine services used in inpatient treatment under the stimulus increased dramatically. Overall, many indicators of TCM department are higher than before, but compared with the same period the body of non-traditional Chinese medicine services and income growth services, there is no significant difference. Some indicators of TCM department also appeared to reduce after the implementation of the policy.[Conclusions] Chinese medicine compensation policy can increase the patient's willingness to use the service of Chinese medicine, to promote the institution to provide traditional Chinese medicine services,and to improve the operational efficiency of grassroots organizations, but the effect is limited. Limitations of the scope of TCM policy is not conducive to the use of traditional Chinese medicine outpatient service. The relevant departments need to expand the scope of compensation of TCM medical insurance policy to strengthen the effect of the compensation policy, and to improve the medical insurance payment & service price adjustment mechanism, to pay attention to the enthusiasm of Chinese service institutions, to explore compensation payment with Chinese characteristics of grassroots medical institutions of traditional Chinese medicine(TCM)...
