After nearly 40 years of reform and opening up,the market economy has grown vigorously,people's life has gradually moved towards a well-off society,the market economy has also driven the vigorous development of medical and health services,and the medical expenses have also continued to grow.The country has also issued corresponding policies.With the deepening of medical reform,there have been tremendous changes in the way of medical insurance payment,the entry of private capital and foreign capital,and the Internet Hospitals are gradually coming into people's vision,and public hospitals are facing more and more challenges.If the management of public hospitals cannot improve their management level and make long-term plans,they may face survival problems.Modern financial management is an important part of modern hospital management,and comprehensive budget management in modern financial management is a very effective means,which plays an important role in the formulation of short-term goals and medium and long-term strategic planning of public hospitals,so comprehensive budget management is gradually recognized,accepted and promoted by hospital management.This paper takes SF public hospital as the research object.Firstly,it discusses all kinds of basic theories and knowledge related to the paper,and uses a variety of analysis methods,including literature research,field research and case analysis.Based on the understanding of the implementation of comprehensive budget management in SF hospital,the following problems are found in the implementation of comprehensive budget management in SF public hospital: the organizational system of comprehensive budget management is not established and perfected,the budgeting method is single,the content is not comprehensive,the implementation control and adjustment process of budget is lack of rigid constraints,the budget analysis is only in form,and the budget is lack of performance evaluation System,the level of hospital information is relatively low.Based on the analysis of the existing problems,it is concluded that due to the lack of strategic orientation,comprehensive budget management is difficult to combine with strategic objectives.Hospital staff do not pay enough attention to comprehensive budget management,and their management awareness is weak.At the same time,the hospital also lacks professional comprehensive budget management talents.Through the analysis,it can be found that although SF hospital has implemented comprehensive budget management,there are loopholes and deficiencies in the budget management,which seriously affect the effective play of the role of comprehensive budget management.In view of the problems existing in the current comprehensive budget management of SF public hospitals,the author puts forward the optimization measures for the comprehensive budget management in line with the development of the hospital,mainly from the formulation of strategic objectives,the improvement of the budget management organization system,the preparation method,content,implementation control,adjustment,the introduction of PDCA cycle theory to improve the budget analysis,based on the balanced scorecard model In order to improve the current situation of SF hospital's comprehensive budget management,promote the smooth implementation of comprehensive budget management,so as to improve the overall management level of the hospital,promote the health and sustainability of SF hospital Development.
