Community health services are the foundation of the medical health system, and the integrated components in the two-way referral system. The state is vigorously improving the community health service system for everyone can enjoy the primary health care. Tianjin is the model city and the early development of community health services, its reform ideas and practices are significant.The article attempts to study the policies and practices of community health services, and give Tianjin the proposal of improvement on community health services combined with new public management thinking.In the course of the study, I have collated and analyzed the-twenty-years reformation and current situation in Tianjin, with the literature, interview, data mining and other methods, constructed the ideological model in the application of new public management, and discussed the roles and functions of government. This paper presented that the government should have clearly defined roles in community health services, functions offside can make the government arranged inefficiently, and functions absence can lead to the deterioration of people's livelihood for lack of public responsibilities. Accordingly, the Government should play three specific roles: policy makers, third-party supervisor and the market participants. Finally, this paper given the suggestions about the shortcomings of community health services in Tianjin, for example, government should establish a long-term and stable financial investment and compensation policies, and fully guarantee the development of community health services for the basic medical services and public health;Government multi- departments and market players really get involved to form a diversified business structure;Medical workers should be trained to improve their professional skills and overall quality, compete for the positions and differ the assessment criteria to form human resource management innovation.
