In recent years, being difficult and expensive to see doctors has been one of the most important social issues in China. As well as, the medical system has been more and more dissatisfied by the Chinese people. The reforms on the community health services from the Chinese central government are regarded as the key issues to improve the satisfactions of the Chinese people. Therefore, the research on the financial policy of the community health services will be meaningful to the reforms on the medical systems and social system in China.The objective of this study is to supply the proper suggests on the financial policy associated with the community health services through the comparisons before and after the financial reforms on the community health services in a certain district in Shanghai. The methods of this research include quantitative and qualitative studies. Questionnaires were collected the related fiscal data about all of the community health centers in the chosen district, and the focus group interviews were conducted in the finance department managers of all of the community health services and the district health bureau.The results of the research show that the non-profit character of the community health services have been improved through the comparisons between the year of 2008 and 2013, as well as the amount of the subsidy from the district to the community health services have been enhanced dramatically. However, the mechanism of pure non-profit of the community health services has not built largely due to the current financial methods.Concerning the lessons and common traits of the fiscal policy of the community health services in the developed countries, and the major results of the study in the chosen district in Shanghai, the research brings up the suggestions for the local government as followed. First, the government subsidy to the community health services is necessary rather than necessary and sufficient. Second, the amount of the government subsidy to the community health services should depend on the cost accounting workload. Third, the separation between the income and expenditure of the community health services should be implemented. Fourth, the income incentives of the community health services should be replaced. Fifth, the supervision mechanism on the community health services should focus on the citizen participations.
