Land Suitability Evaluation About Resettling Residents For Anti-Poverty In Karst Mountainous Areas

There are contradictions between ecology and poverty,ecology and energy,population and cultivated land,living productive and develops ascensive in karst mountain areas,which leads to the lag of regional economic and social development.How to coordinate ecological and survival issues has become an important link to restrict the implementation of sustainable development policy in China.Although the relocation of poverty relief is the most important poverty alleviation policy in recent years,it's very difficult that the precisely objective identification of location,the problems are not only the theory or practical.Due to Anti-poverty by Relocation involves most projects,heavy tasks,there are problems such as subjective selection of resettlement sites and lack of scientific evaluation of the suitability of resettlement sites,etc.It has great theoretical and practical significance to construct a scientific index system for evaluating the suitability of resettlement sites to improve the regional poverty alleviation effect,to meet the requirements of"livable,suitable for industry",and to coordinate the ecological environment protection and development of poverty alleviation.Analyzing the scientific connotation,significance,opportunities and problems of anti-poverty by relocation.The evaluation index system is constructed for suitability of resettlement sites in karst mountain areas by considerating the two aspects of restrictive,development and construction,which includes 9 element layers such the development of red line,goaf,natural disasters,available resources and 25 classifications.And four factors constructive resettlement suitability analysis system including urbanization development,tourism resources,ect.Comprehensive evaluation of suitability of four different resettlement sites based on GIS which includes Badan Shan village of Wumeng town,Niangniang mountain of Pugu township,Shengjing street and Woga of Minzhu.So,it can provide a scientific way to promote the work of anti-poverty by relocation in Karst mountainous areas,some decision reference for the departments of Panzhou city.The main research results of this paper are as the following:(1)The suitable resettlement area of Panzhou is 973.29km~2,accounting for24%of the total land area of the county,which the most suitable area for resettlement is 208.09km~2,and the more suitable area for resettlement is765.20km~2.And the unsuitable resettlement area is 550.93km~2,least suitable area is 2531.78km~2,13.58%and 62.42%of the total land area of the city respectively on the basis of only take into account ecological environment and other restrictive factors.(2)It is concluded that the resettlement site of Badan Shan village in Wumeng town and Shengjing street are the most unsuitable for relocation of the masses to production and life.And Pugu Niangniang mountain and Mingzhu Woga settlement more suitable based on the restrictive factor evaluation.Meanwhile,concluded that the type of resettlement site in Badan Shan village and Shengjing street are more suitable for people,Pugu Niangniang shan industrial park type resettlement site and Mingzhu Woga build a new village immigrant are optimum through considering the development of constructive factors.(3)Considering the restrictive factors and constructive development factors,evaluated that it is more suitable for relocation of the masses to production and life in the tourist service area of Badan Shan village in Wumeng town and the small town settlement in Shengjing street.In the park type resettlement area of Pugu Niangniang mountain and build a new village immigrant area of Mingzhu Woga are most suitable.The four resettlement sites are all suitable for people to production and life from the point of view of improving the living environment of the poor and providing more channels for poverty and increasing income.But the ecological and environmental factors are still not considered.We should emphasize the optimization of the efficient distribution and combination of the factors of production.While satisfying the protection of the ecological environment,readjusting the industrial structure,and promoting economic development,realizing the people's material enrichment and spiritual beauty.Committed to the establishment of a coordinated development support system that promotes population poverty alleviation,economic development,social harmony and ecological sustainability.
