| People,with the continuous development of circular economy in China's industrial park,has to carry out scientific,objective and systematic evaluation of the development level of circular economy in industrial parks,in order to further deepen the development of circular economy in the industrial park.This paper first summarizes the status quo of circular economy research at civil and abroad level.The current situation of circular economy in industrial parks is still studied.At the same time,the development of Xiangyun County Fortune Industrial Park is analyzed.It is concluded that the agglomeration indexes of the industrial park are not strong.The industrial structure is unreasonable.The resource and resource constraints are limited,therefore,the industrial development disadvantage is so obvious that the development of circular economy in Xiangyun Industrial Park is imminent.Secondly,based on development planning of circular economy of Xiangyun County Fortune Industrial Park.Analysand the design principles of circular economy indicators,the circular economy indicators were optimally selected.Meanwhile,Xiangyun County Fortune Industrial Park circular economy index system was constructed upon the social equity,resource output efficiency,resource recycling,pollutant control and treatment,circular economy management and economic development level of several aspects.The index system includes a target layer,four criteria layer,eight elements layer and 19 indicator layers.Thirdly,the author rated the assessing grade as "good,so-so and bad",consulting a large amount of information and literature such as 13th Five-Year Environmental P rotection Planning and its circular economy development plan.The hierarchical analy sis model is used to calculate the index weight of each level upon the circular econom y e-valuation index system constructed by this paper,which is based on the analytic hi erarchy process(AHP),the construction judgment matrix and the solution method.According to the existing data and present information of the park,the author evaluated the development level of the circular economy in the industrial park by the fuzzy comprehensive evaluation method.The author adopted the evaluation method as such beginning with the end step by step,and established the weight and comment set.Computer matrix operational tool was used.The " good level "| possibility of the circular economy level of Xiangyun County Fortune Industrial Park was 10.4%.The possibility of "general" grade was69.2%."Level of bad " possibility was 19.7%,in general,the level of gernal was the present development grade of circular economy in the park.Finally,according to the detailed analysis of the evaluation results,the main reas ons for the development of circular economy in Weiyu County Fortune Industrial Par-k is that the park is still in the initial stage of transformation and upgrading,although the corresponding environmental protection industry has been developed and some circular economy measures have been carried out.But,because the traditional energy-consuming industries still account for the majority of the industrial proportion,urgent solutions need to be taken in more effective measures.In this regard,this paper on the follow-up development of the park put forward energy-saving emission reduction and pollution control,as well as other aspects of the proposals. |
