Research On The Measurement Of Human Development Index In Three Northeast Provinces

Since 1970 s,China has achieved steady and rapid economic growth.Owing to economic growth,China's level of human development has continuously improved.In recent years,the GDP of the three northeastern provinces has continued to grow,and the level of human development has continued to increase.However,there is still a big gap of the economic strength and the level of human development between the developed provinces and the three northeastern provinces.There is still a low overall productivity level and economy in the three northeastern provinces.Insufficient growth drivers,health care services and school education infrastructure need to be improved.How to better improve the quality of the economic development,level of residents' health and education in the three northeastern provinces becomes a key task for local governments at all levels in the three northeastern provinces to concentrate resources and wisdom.First of all,this paper reviews the relevant theories and related researches of the Human Development Index.Then,from the regional GDP,this paper makes a brief understanding of the human development in the three northeastern provinces in terms of basic education status and medical and health status.Then,this paper uses the statistics of 2000,2005,2010 and 2015 and measures the human development index and analyzes the current situation and development trend of the three northeastern provinces.In view of the rapid development of economy,health and education in Shanghai and Jiangsu provinces,and the gap between the three northeastern provinces and Shanghai and Jiangsu provinces,the representative levels of human development in Shanghai and Jiangsu provinces are representative of the national and economically developed regions.The paper compares the vertical and horizontal aspects of the human development level in the three northeastern provinces and Shanghai and Jiangsu provinces,and analyzes the contribution of each dimension to the growth of human development index.This paper presents the corresponding countermeasures and suggestions for improving the level of human development in the northeastern provinces.The conclusions for the calculation of the human development index of the three provinces in Northeast China are as follows:The calculation results show that each provinces have achieved remarkable achievements in terms of economic and social development.In 2015,the human development index of Heilongjiang Province increased by 0.247 times compared with 2000,and Jilin Province increased by 0.305 times.Liaoning Province grew by 0.278 times,while Shanghai grew by 0.180 times and Jiangsu Province grew by 0.293 times.From the perspective of the three dimensions that constitute the human development index,in terms of income dimension,from 2000 to 2015,the GDP of the three northeastern provinces was lower than that of Shanghai and Jiangsu.In the face of economic disparity,the government should learn advanced experiences from economically developed regions and strengthen regional cooperation and realize coordinated economic development in the three provinces of Northeast China.In terms of health dimensions,from 2000 to 2015,life expectancy of residents in the three northeastern provinces showed a steady growth trend,but is still lower than that of Shanghai.In the face of the gap in health care level,the government should strive to invest in public health expenditure.In terms of education dimension,from 2000 to 2015,residents' years of education in the three northeastern provinces was lower than that in Shanghai.Residents' years of education in Liaoning Province was higher than that in Jiangsu Province.In the face of the gap in the education level of the residents,the government should increase investment of resources in the field of education,especially the resources for the training of higher-level talents,because higher-level talents are an important force in the economic construction of the country and the provinces.In terms of the human development index,among the three northeastern provinces,the human development level of Liaoning Province is higher than that of Heilongjiang Province and Jilin Province.However,the human development level of the three northeastern provinces is still lower than that of Shanghai and Jiangsu Provinces.In general,the human development index of the three provinces in Northeast China has increased.The main reason for the growth of the human development index comes from the growth of income.However,the increase in income has not substantially compensated for the gap in the level of human development between the three northeastern provinces and the developed areas.The government should allocate more resources to the construction of medical facilities and the infrastructure of education,which will promote the economic,social and human development.
