Under new circumstances of informationization,globalization and increasingly complicated government activities,services of public sectors are being concerned more and more by the modern society.Meanwhile,people's daily concerns to be solved are increasing rapidly.The reform of administrative system has been deepened since the 18 th CPC National Congress.Many public servants have left their jobs.It has become an urgent and important work to keep the public servants who play a vital role in the promotion,execution,feedback and coordination of the national policies both stable and sustainable developing.The single application of material incentive gradually appears to be exhausted.For the public sectors,it has become quite important to find a new method to break through this situation.For public servants,they not only have material needs,but also spiritual needs.Excessively focusing on material incentives will cause an accelerated trend of interests,thus weakening the responsibility and serving consciousness of the public servants.All the public sectors should pay great attention to the effective ways of applying non-material incentives to make up for the single application of material incentives,so as to promote the working enthusiasm,positivity and creativity of the public servants.This paper takes civil servants as the research object to study the non-material incentives in public sectors.Firstly,the importance of non-material incentives is expounded,and their symbiotic relationship with the material incentives is described.On the basis of extensive literature collection,in-depth study and integration of existing non-material incentives in the public sectors,fifteen non-material incentive methods with better effect and higher frequency were selected.Taking the administrative service center of a certain city as an example,two questionnaires were conducted.Through comparative analysis of the survey data,this paper evaluates the current situation of non-material incentives in the public sectors,expounds the existing problems in current incentives in detail.In view of these problems,specific suggestions for improvement are put forward from the guiding role of non-material incentives,mechanism innovation and incentive methods.
