Incentives for the management thinker has always attracted much attention, and incentive mechanisms in human resources management role in the process is beyond question, and its status is irreplaceable. Objects of modern management as the center is being shifted to people-centered, an increasingly prominent role of people and power. As we all know, people are managing the main incentive is to manage the core. Organization led by an important duty is to take the staff motivated to effectively diverted to the organization's goals up, the employees as resources to be developed, through incentives, to understand motivation, to retain employees, to stimulate creativity. In our society in any organization are like this, even the nature of public goods and services in the nature of the public sector is no exception, as this link needs to work hard to keep its perfect, so that our public sector to implement the incentive mechanism can be better adapted to modern needs, and thus the concrete practice of the process be able to play its due role.In this paper, by the introduction of public sector incentives to the basic concepts of public sector incentives to run the status quo and their plight in the public sector incentive problems in the path selection and conclusion of five parts.In the "public sector incentives to the basic concepts" chapter, the main definition of the public sector were defined, while the outlines incentives to encourage ideas and some basic concepts, analysis of the incentives in today's society which has a role.In the "public sector incentives to run the status quo and their plight," a chapter from a system point of view of organic composition will be incentives into performance evaluation, salary, promotion of three main components.
