through literature induction and expert consultation, combining the characteristics of public health services.Through a questionnaire survey,SPSS software was used to conduct exploratory factor analysis of the total perceived value, dimensions, and indicators of the data. The independent sample T test was used for gender. For analysis, age and education were analyzed by one-way analysis of variance and pairwise comparison, and multiple stepwise regression was used to analyze the influencing factors of the total perceived value of public health services.Results:(1)Through the design of initial scale, questionnaire survey and exploratory factor analysis, establish a rural public health service quality evaluation index system consisting of seven primary indicators and 24 secondary indicators;(2)Rural residents’ perception of public health services The level of quality is medium to high, and the total perceived value is 69.77% after the conversion of the score index. The residents ’recognition of the seven dimensions of public health service quality from high to low is:informational, tangible, guaranteed, and reliable.,Responsiveness, empathy, and professionalism;the top five items with the highest scores are A3(the medical staff is well-groomed,decent,and clean),F4(the medical staff is polite),and G2(provided to citizens through multiple channels)Service single-factor analysis of variance, the education level is professional.,Empathy, reliability, assurance and other dimensions were not significantly different(P >0.05),and there were significant differences in tangibility, responsiveness, information, and overall perceived values(P <0.05);age versus perceived public health There was no significant difference in each dimension of service high school or technical degree;rural residents aged21-30 years old and 51 years old and The above rural residents scored relatively low.(5)Through multiple stepwise regression analysis, the degree of education has a great impact on the overall perceived quality of public health services. Conclusion:The rural public health service evaluation index system was designed to measure the public perception
