Study On The Supply Mechanism Of Public Health Service For The Aged In Rural Communities

In recent years,the number of elderly people in rural areas has increased,and the situation of population aging is grim.The ageing of the rural population is not only changing demographics,but it also means more health problems for the elderly.With the deepening of the aging population,the number of elderly people with chronic diseases in rural areas is increasing year by year,and the health of the elderly is worrying.How to deal with the health and health problems of the aging population,fundamentally improving the health level of the elderly has become an inevitable time proposition.Public health service has the characteristics of low price and long-term social benefit,which is suitable for the elderly group with poor financial ability and high demand for health.Moreover,the prevention of public health services and the common sense of medical services complement each other,can effectively reduce the incidence of diseases among the elderly.Therefore,it is of great practical significance to explore the supply mechanism of public health services for the elderly in rural communities and to optimize and improve the provision of public health services for the elderly in rural communities.The purpose of this paper is to illustrate the current supply mechanism of public health services for the elderly in rural communities,to identify problems in the supply process,to explore the causes of supply problems,and to propose policies for optimizing and improving the public health service delivery mechanism for the elderly in rural communities.According to the author's research in R Village,Henan Province,the public health service of the elderly mainly relies on the operation of the elderly health management service project to realize supply.On the supply side,county health administrative departments are the main managers and supervisors of public health services for the elderly,and township and village medical and health institutions are the main bodies and implementers of public health services for the elderly.As for the content of supply,the public health services for the elderly in village R mainly include the establishment and maintenance of health records for the elderly,regular physical examination for the elderly,health assessment and health guidance for the elderly.In terms of supply methods,public health services for the elderly in village R are purchased by the government to primary care institutions.In the supply operation mechanism,government departments in order to ensure the smooth implementation of R village elderly health management service project,built a set of control measures around the project's operation,including the establishment of the organization,the establishment of institutional norms,the establishment of the assessment system And fund disbursement incentives.With the promotion of administrative forces,the implementation of the project has achieved certain results and the health awareness of the elderly has been improved.However,on the whole,there are still many problems in the supply of public health services for the elderly in R villages,such as lack of talents in village-level health institutions,insufficient service capacity of rural doctors,lagging allocation of project funds,and inefficient utilization of service funds;The index system is not scientific,and the supervision mechanism is not perfect;the project propaganda is not enough,and the participation of the elderly is low.In response to the above problems,the author proposes an optimization path for the overall supply mechanism from the supply entity level,the supply content level,and the supply operation mechanism level.
