Construction On The Competence Evaluation Index System For Posts Of Competency Of Health Inspecction And Quarantine Professionals

Objective:Through the establishment of a scientific post competency evaluation index system for health inspection and quarantine professionals,this study analyzes and evaluates the competence of personnel engaged in health inspection and quarantine,aiming to find out its shortcomings and propose improvement measures.Colleges and universities can refer to this evaluation index system to build a curriculum system related to professional technology and formulate curriculum standards that meet the needs of the post.According to this evaluation system,the work unit can provide pre job training for health inspection and quarantine personnel.Methods:Through the analysis of literature,theoretical research and on-site interview,the members of the group can initially constructed the post competency evaluation index system of health inspection and quarantine professionals.In the main training units of national health inspection and quarantine major,18 experts were selected to conduct two rounds of questionnaire consultation by Delphi method,and the post competency index items were supplemented and modified by combining expert opinions.The statistical software SPSS19.0 was used to calculate the survey data,and the index weights were determined by AHP software,and then the post competence evaluation index system for health inspection and quarantine professionals was determined.Results:(1)The evaluation index system of post competency of health inspection and quarantine professionals has been established successfully.The first-level indicators are basic medical knowledge,preventive medical knowledge,health inspection and quarantine knowledge,practical skills,personal ability and comprehensive quality.(2)By analyzing and sorting the questionnaire,we can see that the questionnaire recovery rate reached 100%,indicating that the experts attach great importance to the survey;the first-level index coordination coefficients(W)of the two rounds of survey were 0.310 and 0.383(P <0.001),and the second-level index was 0.280 And 0.318(P <0.001),indicating that the results of the questionnaire consultation are highly coordinated,and experts have more unified opinions on the index setting;after calculation,the authoritative coefficient of the expert is 0.865,indicating that the investigation is highly authoritative.(3)The weights of medical basic knowledge,preventive medicine knowledge,health inspection and quarantine knowledge,practical skills,personal ability and comprehensive quality were 0.1272,0.1655,0.2134,0.1530,0.1482 and 0.1927 respectively,and the CR value of consistency test was between 0.0198-0.0694.Conclusion:On the basis of competency theory,this study successfully constructs the post competency model of health inspection and quarantine professionals by using literature review,Delphi and AHP.Through the analysis of the result data,it can be seen that experts have basically the same opinion on this indicator setting,and it has a high authority and scientific.After calculating the weights of all levels of indicators in the post competency model of health inspection and quarantine professionals by AHP,the importance of all levels of indicators is determined,which provides reference for the selection,training and assessment of health inspection and quarantine professionals in the future.
