Influence Of "Changting Model" Of Primary Medical Reform On The Development Of Township Health Hospital

Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has adhered to the people-centered development concept and issued a great call to build a healthy China,and made a systematic deployment of deepening medical reform.The 19 th National Congress of the Communist Party of China clearly stated that it is necessary to comprehensively establish a basic medical and health system,a medical security system and a high-quality and efficient medical and health service system with Chinese characteristics.Medical reform is to carry forward the people’s livelihood expectation of "too difficult to see a doctor,too expensive to see a doctor",and constantly tests the government’s ruling level.The key to medical reform is to break through at the grassroots level.Therefore,it is necessary to realize that the masses can be able to see a doctor,afford a docotr,and recover after seeing a doctor.We must focus on the goal of "guarantee basic,strong grassroots,and building mechanisms" and promote the deepening of grassroots medical reform.Under the background of a new round of medical reform,Changting County seized the opportunity of the state to deepen the reform of the medical and health system,and in accordance with the overall requirements of "guarantee basic,strong grassroots,and building mechanisms ",initiated the comprehensive reform of primary medical institutions and formed a "cure minor illness within villages,serious illness within county,and severe illness within major hospitals " pattern.Based on the typical case of Changting’s primary health care reform,this paper comprehensively analyzes the hardware investment,human resources,operation status and interviewed health administrative personnel of 18 township health centers in the county in recent years,and consults relevant medical reforms at the grassroots level.By going to the County Health and Health Bureau,the Medical Reform Office,the Medical Insurance Bureau and other departments to collect informationon the medical reform of Changting,visiting the respondents and issue questionnaires to the masses and health personnel,and combining with my work experience at the township people’s government and reform office,we analysis the reasons for the success of the grassroots medical and health reform in Changting County,the impact of Changting medical reform on the development of township hospitals,what are the important factors restricting the development of township hospitals,and how to better promote Township hospitals implement new medical reform policies,improve their service capabilities and levels,and let the grassroots people truly feel the benefits brought about by the reforms.At the same time,as a pilot area for new medical reform,in order to summarize and promote the "Changting model" of grassroots medical reform,I propose policy recommendations for promoting the sustainable development of township hospitals in remote mountainous areas,and promotes the development of grassroots medical reform in depth,providing valuable lessons and direct learning.Realistic meaning.This paper mainly includes six parts: the first part is introduction,the research status at home and abroad,the research objectives and research content,the research methods and technical routes,and the innovation and deficiency of the thesis.The second part is the main characteristics and effects of the second-level medical reform "Changting mode".The third part is the basic situation of the development of township hospitals in Changting County,mainly describing the hardware situation,human resources and operation of Changting County Township Health Center.The fourth part is the impact of "Changting model" on the development of township hospitals,analysis of the path and influence of Changting model on the development of township hospitals and the empirical analysis of the influence of Changting model on the development of township hospitals.The fifth part analyzes the problems and causes of the grass-roots health care reform,including medical and financial security,for example the mechanism needs to be improved,the medical support for grassroots support and tilting needs to be strengthened,the bottleneck of medical talents is prominent,and the health informationization is seriously lagging behind.The sixth part is theconclusions and countermeasures,we discuss the conclusions of the empirical analysis and the basic conclusions of the thesis,and proposes countermeasures to further deepen the "Changting model" of grassroots medical reform and promote the sustainable and healthy development of township hospitals.First,Implement government responsibilities for medical treatment and ensure the healthy development of township hospitals.Second,we must lead the party and government,and coordinate the comprehensive medical reform of the county.The third is to promote "three medical linkages" to crack the "too expensive to see a doctor" problem.Forth,doctors should carry out special specialist services.The fifth,deepen the reform of income distribution mechanism and improve the performance appraisal mechanism.The sixth is to strengthen the doctors and stimulate the endogenous motivation of the medical reform.Seventh,connect the information and develop the "Internet +medical health",Eight is to build a solid network and stabilize the healthy "gatekeeper".
