Research On Status Quo And Countermeasures Of Social Organizations' Medical Assistance

Medical assistance in China mainly includes the one implemented by the government and the charitable relief conducted by social forces.Social organizations,as the main part of social forces participating in charitable relief,play a role in dispersing disease risks by gathering social resources,protecting the rights of public health and satisfying the demand of disease-stricken people,and are important supplement of government's medical assistance.Based on the research background and basic theories,methods of literature research,case study and comparative research were used to analyze the status quo of medical assistance carried out by social organizations,as well as the key links,problems and causes of medical assistance so as to put forward some countermeasures and suggestions to improve the medical assistance carried out by social organizations.From 2013 to 2018,the policies and regulations,the number of social organizations providing medical assistance and the development of social donations have showed a trend of continuous development.Medical assistance provided by social organizations could be divided into three categories.In terms of medical assistance carried out by social organizations,there are many problems such as the monotonous content of assistance,the limited coverage of people and diseases,the inconsistent standards of assistance,the lack of timeliness in the process of assistance,and the lack of optimization in the funding structure.The main reasons for these problems include the opaque information disclosure within social organizations,the inadequate talent team building,the imperfect supporting laws and regulations outside social organizations,the unsuccessful cooperation mechanism for assistance,and the imperfect supervision mechanism.To solve the problems,focus should be cast on two aspects.First,when medical assistance is rendered the internal construction should be strengthened,including expanding the content and scope of assistance,scientifically determining assistance standards,developing the process of assistance,optimizing funding structure,enhancing information disclosure and publicity,and building robust personnel structures.Second,the external mechanism should be completed by establishing and perfecting laws and regulations,strengthening the assistance and information sharing,and improving the supervision mechanism.Figure13;Table15;Reference 60...
