Research On The Application Of Ppp Model And Risk Management Of "maple Leaf Red" Medical And Nursing Integration Project

In the context of an aging population,the number of elderly groups such as empty nesting,loss of only child,disabled,dementia,and survival with disease grows rapidly,resulting in a trend of the superimposed demand for medical and health services and the need for life care.Therefore,the development of the combination of medical care,rehabilitation and aged care has become an inevitable trend of healthy aged care.This is also the positive response to the aging population proposed by the 19 th National Congress to achieve the goal of "providing elderly with security and care,".In order to optimize the financing mechanism for medical and nursing care and ease financial pressure,the government has issued a series of policies to encourage the use of PPP financing models in the aged care industry.However,at the present stage,China's medical and nursing care integration PPP project is still at the initial stage.Due to the long cooperation cycle and the large number of participants,there are many difficulties and risks in the whole project implementation process,resulting in the slow progress of the project.Meanwhile there are few cases of combination of medical and nursing care PPP in operation,lacking real mature experience for reference.Therefore,this article intends to analyze the application of PPP model and risk management of the "Maple Leaf Red" medical and nursing care integration project in Mudan District of Heze City,and provide a reference for the practical operation and risk management of the investment in medical and nursing care integration PPP projects.This article mainly uses the literature analysis method and case study method to focus on the analysis of the key points of the project and the major risks of the project in the practical application of the "Maple Leaf Red" medical and nursing integration PPP project.In the design of key points of the project,it mainly studies the financing structure,operation management and income distribution mechanism of the case.In the aspect of risk management,we obtained the significant risk by risk identification and evaluation,then this paper makes a deep analysis of the major risk response of the case,and draws some conclusions and enlightenment.The study found that:(1)In terms of key project design,the project 's financing structure is unreasonable,and the social capital side has assumed greater financing pressure,but the profit space of social capital and the commonweal attribute of the project are guaranteed by adopting "double main body operation" and innovative income distribution mechanism;(2)In response to major risks,the project was more successful in dealing with the risks of insufficient operating income and insufficient consumption capacity,but still faced higher financing risks and project delay risks.This article believes that the project financing problem and project delay risks are prominent because of the single financing channel for the PPP project,and lacking dynamic risk management of the entire process.In this regard,this paper proposes to attach importance to the financing arrangement of the whole life cycle of the project in the PPP project of medical and nursing care integration,and establish a dynamic risk management mechanism for the project.
