With the natural formation and development of ageing demand of society,the pressure to provide for the elderly soars annually.In order to solve the problem of providing basic supply for the elderly,the state has strengthened supportive policies.Stimulating by state policies and private strengths,the elderly service market has gradually become matured.The traditional “sunset industry” shows vibration and tendency of sunrise growth.With the gradual maturity of the entire industry,the demand for elderly care has become increasingly complex.The exploration of the combination of medical with health care breaks down the boundary between traditional elderly nursing institutions and hospitals,extending the service scopes of both sides and fully considering the feature that most of the elderly are stuck by disability,dementia and/or chronic diseases in order to satisfy the demand of the elderly.Elderly nursing institutions combined medical with health care provide professional,differentiated and diversified elderly services comply with their own characteristics.Generally,private-funded elderly nursing institutions demonstrate vigorousness and advantages which are differ from traditional peers with the help of various private capitals.Meanwhile,risks have been triggered due to lack of management experts,scientific management system and efficient mechanism to recognize and control risks,which are worthwhile to be thoroughly considered by superior authorities,investors as well as managers.Due to the special characteristics,pre-payment system is basically adopted the nursing institutions for the aged.Generally,a certain amount of guarantee deposit will be withdrawn to increase the cash flow of the institution and reduce financial risks.In practice,risks are mainly focused on three areas: market risks,operational risks,and legal risks.Additionally,with the rise of Nordic and Japanese nursing model,more and more internationalized operation teams are introduced to nursing institutions,which causes new social cultural risks.This paper mainly studies the market risks,operational risks,legal risks and social cultural risks of private nursing institutions which combine treatment and nursing in practical operation.Having investigated several nursing institutions for the aged in C City,analysed by different methodologies,it is found that private nursing institutions are facing difficulties in business due to operational risks under the new model.This paper is based on risk management theory and conducted by innovative development of nursing institutions for the aged under a combination module of treatment and nursing.It studies the operation risks of nursing institutions by analysing their typical risks.Taking Institution Q as an example,it is necessary to improve risk management system,set risk management committee and quality control department,to promote sense of risk management in all employees,and to strengthen internal supervision and monitoring.Institution Q should form its own assessment scale of nursing level,divide different customers into different programmes,and make its differentiation marketing strategy coordinating with its development strategy of full industry chain to lower the risks of incorrect positioning.In operation,it should follow the Japanese “3+2 nursing system” to standardize the nursing procedure and to provide suggestions of risks prevention and control in practice.Regarding prevention and control of legal risks,it should establish partnership with leading law companies which provide effective legal supports.Moreover,the nursing institutions for the aged integrated treatment and nursing should innovate their methods of risk management to achieve comprehensive risk management.
