Optimization Of Vector Control System In Zhaoqing From The Perspective Of Holistic Governance

Vector control builds on the basic concept of comprehensive vector management,by reducing the number and density of vector to effectively reduce the burden and threat of vector-borne diseases,to provide a healthy,coordinated,green and harmonious working and living environment for people.Vector control is an important part of public health management,a cornerstone of social public health and a basic work to carry out the Healthy China Action.In 2014,Zhaoqing City,dengue fever reported cases reached an all-time high,seriously affecting the public health and social stability,has been defined as sudden public health incidents.The outbreak and out of control of the epidemic has knocked the alarm bell for the construction of vector control system in our city,more attention has been paid to the prevention and control of vectors and the infectious diseases.How to further improve the vector control system has become an important task of the government work.In recent years,Zhaoqing is actively to promote the vector control system,step by step to achieve the transition from emergency control of vector-borne disease outbreak to risk control of outbreak.But as a participant in health work in Zhaoqing,I deeply feel that the perfection of vector control system is not achieved overnight,and there are still many difficulties.For example the governance is dispersed,the governance mechanism is fragmented,policy and regulation is insufficiency,and the establishment of monitoring and early warning mechanism is fragmented.Therefore,from the perspective of holistic governance,the paper is based on the public goods theory,introduce the basic concepts and strategies of vector control at home and abroad,explore the main problems and areas for improvement,analyze the reasons,and learn from advanced experiences and practices of vector control in developed countries and regions,promoting government,society and individual(family)in coordination,from the four aspects of constructing the coordination and linkage mechanism of the interest orientation of the prevention and control subjects,the efficient integration mechanism of the process orientation of the prevention and control means,the supervision and management mechanism of the policy and regulation guarantee orientation,and the effective and complete mechanism of the monitoring and early warning service orientation,the system of vector biological prevention and control is constructed.Through strengthening department collaboration,mobilizing social initiative and creativity,realizing government-led responsibility,social active participation,and personal health responsibility,we will promote the construction of vector biological control system in Zhaoqing,and focus on implementing the basic path of"joint construction and sharing" in healthy China.
