Research On The Campaign-style Governance Of County-level Governments In The Prevention And Control Of The New Crown Epidemi

In early 2020,the outbreak of the new crown epidemic broke out,and local governments launched prevention and control efforts for the new crown epidemic.The prevention and control process of the epidemic in various places reflected a relatively strong color of campaign-style governance.The use of campaign-style governance in the prevention and control of the epidemic has also achieved good governance results,whether in terms of lower infection rates,fewer deaths or faster disposal of the epidemic,reflecting the effectiveness of China’s prevention and control of the epidemic in the world’s leading level.This is inseparable from the large amount of governance resources that local governments have devoted to epidemic prevention and control,and campaign-style governance is precisely the common means of increasing governance resources in specific areas.The current academic research results on NCCP are mainly in the fields of epidemiology,medicine,and molecular biology,and most of the studies on epidemic prevention and control focus on epidemiological responses,and few results have examined governmental prevention and control measures from the perspective of campaign-style governance.The paper attempts to investigate the reasons why campaign-style governance can achieve better results in epidemic prevention and control,and then proposes a path to improve the effectiveness of epidemic prevention and control governance.The examination of campaign-style governance helps to explore the initiation mechanism of campaign-style governance in epidemic prevention and control,summarize its application scenarios and governance effects in epidemic prevention and control,reflect on the limitations of campaign-style governance in building a long-term epidemic prevention mechanism,and provide references for the transition or adaptation of campaign-style to long-term epidemic prevention and control mechanism.The paper takes the phenomenon of campaign-style governance in epidemic prevention and control in County J as an entry point,and investigates the reasons why county governments choose the campaign-style governance model in epidemic prevention and control,the advantages and shortcomings of campaign-style governance applied to epidemic prevention and control,and the possible paths to improve the effectiveness of campaign-style governance.The negative consequences of the epidemic,the powerlessness of conventional governance in the face of the new epidemic,and the focus of attention of the governing body led the county government to choose campaign-style governance as the governance mode for epidemic prevention and control.The campaign-style governance model has the advantages of professional experience,high integration of governance resources and decision-making authority,flexible and rapid disposal ability,and strong mobilization capacity in epidemic prevention and control;however,a series of factors such as promotion tournament mechanism and inertia of section system lead to the problem of sudden increase of burden at the grassroots level;in addition,campaign-style governance has limitations such as undermining the authority of legal system and difficulty in long-term effect of governance.Based on the dialectical relationship between campaign-style governance and normal governance,the paper proposes a path to improve governance capacity by combining campaign-style governance with expert system and the "combination model" of campaign-style governance and institutional construction.
