| With the arrival of the era of big data,there are higher requirements for the research of data governance,and the government is more inclined to improve the level of urban governance through the application of big data analysis and information systems.In this outbreak of COVID-19,China has taken information analysis and control measures based on big data in the aspect of epidemic prevention and control,which is conducive to the information-based processing,precise mapping and scientific control of epidemic prevention and control.The research on the effective path of data governance in urban response to the COVID-19,on the one hand,is conducive to a more systematic and comprehensive understanding of how to prevent and control the epidemic through data governance,on the other hand,is conducive to the development of a more mature response plan,optimization of basic data,and improvement of analytical capabilities.The key to effective use of data is effective data governance,so it is really necessary to study the effective path of data governance in epidemic prevention and control.In this paper,through literature review,in-depth interviews and other ways to obtain information,from multiple theoretical perspectives such as crisis management theory,collaborative governance theory and regional governance theory,combined with the actual situation encountered during the epidemic prevention and control in GY City in actual work,explores that GY City has achieved five main results in the use of data governance in epidemic prevention and control:(1)analyze big data to determine the trajectory,and help the flow of epidemic personnel;(2)Relying on intelligent information systems,precise control of key areas;(3)Create visual epidemic maps to correctly understand the epidemic situation;(4)Utilize front-end consulting data to efficiently solve the difficulties of the people;(5)Balancing the needs of regional prevention and control,and breaking through the bottleneck of resuming work and production.And the deficiencies of data governance in the prevention and control of five epidemic situations:(1)insufficient early warning capability;(2)Low data fusion;(3)There is a significant risk of information leakage;(4)The overall lack of data governance talents;(5)Inadequate accuracy of epidemic supply guarantee data.In combination with some case studies obtained from in-depth interviews and the conclusions drawn from theoretical indicators that affect data governance in epidemic prevention and control,this paper puts forward targeted paths that are conducive to optimizing data governance in epidemic prevention and control for GY City,which are divided into12 specific paths:(1)strengthening community network prevention and control forces;(2)Improve grassroots early warning and monitoring functions;(3)Increase the sharing of data resources among government departments;(4)Establish the collaborative governance concept of government enterprise data governance;(5)Strengthen the development and application of emerging technologies;(6)Strengthen technical prevention and control of data protection;(7)Establish a comprehensive data security policy;(8)Improve the legal supervision system;(9)Establish a long-term mechanism for cultivating and introducing data talents;(10)Strengthen data governance literacy training of talent team;(11)Establish a grassroots supporting hotline platform;(12)Improve data quality to achieve precise allocation.So as to promote more scientific and effective epidemic prevention and control,and provide a more comprehensive response plan for the city’s data governance in epidemic prevention and control. |
