Accelerating the comprehensive reform of urban public hospitals and accelerating the development of pay reform programs in line with the characteristics of the medical and health industry is one of the important tasks of deepening the reform of medical and health systems in China.We need to scientifically construct and optimize the performance evaluation and allocation model of clinicians,reflect the medical labor value of medical personnel,reasonably determine the income level of medical personnel,and establish a dynamic adjustment mechanism,achieve more labor to get more,excellent merit to get superior pay,which is of great importance to fully mobilize the enthusiasm of the majority of medical personnel to participate in the reform and solve the problem of medical treatment of the masses.This study relies on a tertiary general hospital in Shanghai and takes a clinical department of the hospital as the specific research object,according to the requirements of government departments,combined with the actual situation of the hospital,it uses the literature research method,the expert interview method,the key performance index method and the root cause analysis method to build a physician performance allocation model based on Resource Based Relative Value Scale(RBRVs)based on resource consumption,emphatically highlight the doctor's technical labor value,pay more attention to the connotation of medical services elements.It accurately uses descriptive statistical analysis,bivariate correlation analysis and T test and other methods.It analyzes and evaluates the simulation results of the clinician performance model based on RBRVs(hereinafter referred to as RBRVs allocation model).The results show that the physician performance model based on the RBRVs evaluation system can effectively reflect the value of the labor service of the clinician,and it is helpful to promote the improvement of the service capacity to provide critical and difficult disease diagnosis and treatment of the public hospitals in the city,at the same time,it is of great significance to deepen the reform of internal distribution system of public medical institutions and explore the establishment of personnel compensation system which adapts to the characteristics of health industry.
