Study On The Development Status And Countermeasures Of JiangXi Health Service Industry

With the deepening of people’s understanding of health and the need of the economic structure adjustment,the development of health service industry emerges at the historic moment.in the developed countries,the development of health services started early,grow fast,become the new economic growth point of national economy,in our country,until in 2013 the state council issued the first special policy document of the development of health service industry.Jiangxi province has a wide range of traditional Chinese medicinal materials and unique advantages in natural supply of health resources.On the basis of national policies,Jiangxi province has also issued provincial health service industry and big health industry policy documents,and set the development goal of big health industry by 2020.Under this background,study the current development of jiangxi health service industry,analyze the problems in development have the following several aspects development of far-reaching significance:for example,achieve the expected development goals in 2020,adjust and optimize the structure of the health services industry,allocate the resources reasonably,improve the industrial policy system,develop new business models and formats in an innovative way,meet the diverse health needs of the people.Firstly,this paper summarizes and extracts relevant literatures on the development of health service industry at home and abroad to find the entry point and possible innovation.Then,the overall development status of Jiangxi health service industry is grasped from the three aspects of industry development status,policy status and key field development status.The overall status of the industry mainly through the total output size,industrial structure,spatial layout to show.The study found that the industrial structure of Jiangxi health service industry is unbalanced and lacks agglomeration effect.Policy status quo analysis mainly based on the policy tools perspective,using Rothwell and Zegvelad classification method of policy tools to build a "policy tool types-health service industry system" of the two-dimensional policy analysis framework,respectively on national level and Jiangxi provincial level health services related to policy code text content analysis,studies have shown that health services policy tools used in Jiangxi province rationality,embodied in: from the perspective of a single dimension of policy instruments,demand policy tools used in three types of policy instruments,internal structure of each type of tool rationality.Tax and financial support for environmental policy instruments is woefully inadequate and over-reliant on strategic measures.Among the supply policy tools,infrastructure construction is paid more attention to,personnel training is not enough,and public services are slightly inadequate.Service outsourcing is completely absent in demand policy tools.From the perspective of the health service industry system,the distribution of basic policy tools in each link is uneven.The policy tools related to health management and promotion account for the largest proportion,followed by medical services,followed by supporting industries,and the policy support related to health insurance is obviously insufficient.From the perspective of the cross-dimension of policy tools and health service industry system,in the medical service and health management and promotion,the government focuses on the adoption of supply-oriented policy tools.In the supporting industry,policy tools are only distributed in a small number of other parts except demand-oriented policy tools.The development status of key fields mainly focuses on the innovation development of representative sub-industries.The study finds that there are problems of insufficient innovation ability to some extent in different fields,such as medical services in terms of technology,health tourism in terms of products,and health insurance in terms of market,which need further innovation.Finally,according to the existing problems in the development of Jiangxi health service industry,some countermeasures and suggestions are put forward to optimize the structure of health service industry,strengthen the balance and coordination among policy tools of health service industry,and improve the innovation ability in key areas of health service.
