The Study Of Local Government Guiding The Development Policy Of Modern Health Service Industry

The 18th Party Congress reported that the government must adhere to the direction of serving the people’s health and offer convenient,inexpensive and effective basic medical services to the public.In recent years,China has continuously promulgated relevant policies and measures such as the“Healthy China 2020 Strategic Research Report”,designing the direction of the industry’s development stage,the goals set,the tasks formulated,and the proposed implementation methods from the national level,which brings great development prospects to the development of the modern health service industry.In the Yangtze River Delta,Pearl River Delta and other regions,the sub-categories of the industry have begun to form a three-dimensional development model,which gradually reflects the outstanding potential of its development as a strategic emerging industry.Among these,Suzhou has put the industry in its overall industrial planning and a special plan for the development of the industry has been formulated and the pace of reshaping the local economic development model has been promoted to form a distinctive industrial model of urban green brands.However,with the rapid development of modern society,problems such as an aging population,sub-health,a deteriorating living environment,and climate change have all motivated the people to pay more attention to and pay more attention to health,coupled with the changes in lifestyle,the increase in high-income groups,and the gradual differentiation of demand levels.At present,the modern health service industry cannot meet the increasing health management needs of the people from several dimensions such as total supply,supply quality,supply level,and supply structure.Local governments urgently need to formulate more reasonable public policies to guide the development of the modern health service industry in order to resolve the current imbalance in the supply and demand of health services.This article guides theories with guiding government functions,new public governance theories,and government purchasing services.Through reviewing and assessing the policies of Suzhou City in guiding the development of modern health service industry,especially medical care and pension,researching and analyzing Suzhou government’s exploration and achievements in promoting the development of these fields and the current modern health service industry and a series of problems and challenges facing the development of modern health service industry in Suzhou,at the same time,on the basis of fully understanding and analyzing the development experiences of the developed countries in the world,such as Europe and the United States,Japan,and the more developed cities in our country,by deepening of the supply-side reform,we will try to propose certain countermeasures and suggestions for the development of the policies guiding the modern health service industry in the future,and further promote the development of China’s modern health service industry.Based on the perspective of supply-side structural reform,this paper combines the public attributes of the modern health service industry and studies the reform of the modern health service industry from an academic perspective,which is different from most current studies on the modern health service industry policy that focus on the economic attributes of the industry.Choosing to study industrial development policies from public attributes has not only expanded the perspective of research,but also help the government determine the scientific and rational industrial development strategy and guide policies in the specific practical operation of the development of the industry,improve the provision of modern health services and service levels,and protect the health of residents.
