Research On Policy Tools In The Development Of Gaoyou Health Pension Service Industry

Old-age care is not only a hot issue of social concern,but also a key field of theoretical research.Health and pension service industry is a new concept,which adds health requirements on the basis of the service for the aged,and has both the nature of enterprise and industry.Gaoyou has entered into a deeply aging society,and at the same time shows the characteristics of aging,empty-nest and incapacitation.《Proposal of the CENTRAL Committee of the Communist Party of China on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-range Objective for the year 2035》adopted at the Fifth Plenary Session of the 19th CPC Central Committee,clearly put forward the "National Strategy of Actively Responding to the Aging population".At the same time,it also emphasizes the cultivation of new forms of old-age care,and the construction of a home-based community service system with coordination of institutions and combination of medical care and health care.Therefore,the research on the development of health and pension service industry in Gaoyou will have theoretical significance and practical value.This paper adopts Howlett and Ramesh’s classification of compulsory instruments,voluntary instruments and mixed instruments,using research methods such as literature survey,content analysis and interview,makes an in-depth study and analysis of the development status of health and pension service industry in Gaoyou.It points out that health and pension service industry in Gaoyou has some problems,such as low efficiency of compulsory instruments,few mixed instruments and absence of voluntary instruments.It is embodied in regulation,direct provision,information dissemination and persuasion,subsidies,families and communities,volunteer organizations,markets and so on.The reasons are summarized as the weak subjective will of the government,the poor coordination mechanism of departments and the unclear incentive and restraint mechanism.This paper argues that in terms of compulsory instruments,we should accelerate the transformation of government functions and do a good job in the overall planning of undertakings and industries.In terms of mixed instruments,we need to build social consensus and strengthen economic means.In terms of voluntary instruments,we need to empower families and communities,foster volunteer organizations,and expand markets.In terms of policy instruments portfolio,compulsory instruments should be gradually reduced,mixed instruments and voluntary instruments should be increased,and the development of health and pension service industry should be transformed from "government-led" to "government-guided+market-led".
