Preliminary Evaluation Of The Cooperative System Between Pukou Basic Hospital And The Independent Third Party Inspection Agency

Background One of the important tasks of the current health system is to improve test quality of the community health service centers and to standardize the management of the test of grassroots community.The development of an independent third-party inspection agency has made up for the lack of existing primary health care institutions test lab resources.2015 State Council "Guiding Opinions on Promoting the construction of diagnosis and treatment classification system" proposed "to explore the possibilities of seting up an independent medical inspection agencies,achieving the regional resource sharing." Led by the local government health department,the establishment of a regional testing center by a regional hospital and a third-party independent testing laboratory has become a new development trend in the field of testing.However,there is a lack of effective evaluation of the cooperation between primary hospitals and third-party independent laboratories.In 2015,based on the Pukou community hospital,the Pukou District Health Department,in-depth cooperation with a third-party independent testing laboratory in their region,established the first regional testing center in Jiangsu Province established under the cooperation model.Therefore,this preliminary assessment on the changes of Pukou Community Hospitals before and after them cooperating with independent third-party inspection agencies will be helpful for the future development of the cooperation agencies made up of grass-root hospitals and third-party independent inspection agencies.Objective From the perspective primary hospitals,after initially evaluating the impact of the hospitals and laboratory sections by the cooperation agencies made up of the Pukou Community Hospital and third-party independent inspection agencies,exploring the role and the problems of the cooperative system,proposing appropriate countermeasures for the future similar cooperation agencies.Methods Collecting the data on the medical and testing of 11 community health service centers in Pukou from 2013 to 2016 and conducting surveys on the inspection personnel of community health service centers.Through examining the medical and testing incomes,testing equipment and personnel,testing items,quality control of testing and the acknowledgement and satisfaction of the testing personnel with the cooperation of community health service centers in the past two years before and after the cooperation to explore the specific role of this kind of cooperation in enhancing testing quality and achieving resource sharing in primary hospitals,to further analyze the existing problems and to propose the countermeasures.Results The analysis of the data at community health service centers from 2013 to 2016 showed that,compared with 2013-2014,the income of community hospitals increased rapidly,significantly higher than the increase of medical income.And the number of testing personnel and items,environment,facilities and quality control have a more substantial improvement.Testing staff have enough recognition and satisfaction with the working conditions,personal development,hospital benefits and others after the cooperation.Community hospitals and third-party independent testing agencies can avoid low-level duplication of medical resources in the region,rapidly improve the level of community hospital testing and provide high-quality testing services.Conclusion After cooperating with the third-party independent testing agencies,community hospitals have had more testing revenue and better management,which can effectively improve the quality of primary hospital testing,the share of resources.So the cooperation between the community hospitals and the third-party independent testing agencies has good prospects for development,with the meaning of promotion.
