| With the rapid development of the economy and society of our country, the demand of medical and health of people is more and more high. At present, the main reason lead to the problem of "poor access and high fee to medical service" is that the contradiction between the medical and health service ability and people's growing demand for medical service is more and more prominent. Nationally, to raise the medical and health service ability of our country, it should focus on the designing of scientific and effective hospital performance evaluation scheme, and the difficulties are the design and implementation of hospital performance evaluation index system. G province is a less developed western province which has a large agricultural population, the design and implementation of hospital performance evaluation index system at county-level have very important practical significance on improving the hospital's service performance of G province, meeting the people's growing demand for medical service, carefully grasping the objective law of the development of our hospitals, effectively resolving the problem of "poor access and high fee to medical service" and promoting the hospital reform and development.Over the years, with the development of medical and health system reform in China, the dominant position of the government in the construction of health service has progressively established, the health service operation mechanism of our country has been further improved, the health investment is also increasing gradually and the management and behavior of state-owned hospital become more scientific and standardized. However, there are still some imperfection in medical and health service in our country, such as "poor access and high fee to medical service", the serious drain of brain of the hospitals, the loss of features and advocating westernization. This paper argues that these are associated with the hospital performance evaluation in China is not perfect enough, such as the single performance evaluation index, the dimensionality of performance evaluation, and they did not fully consider the medical and health service demand of customer or patients. The existence of these problems, not only resulted in the low efficiency of our hospital service, and cannot satisfy the health services demand of people, but also to a certain extent, may restrict the comprehensive, coordinate and sustainable development of the economy and society of our country. Therefore, the study on the performance evaluation of traditional Chinese medicine hospital at county-level of G province is particularly important.This paper uses interviews, social surveys, literature and statistics methods, conduct in-depth exploration and research on the information and data of the traditional Chinese medicine hospital at county-level of G province which has collected, and combined with the author's practical experience, then made a research on the performance evaluation program of traditional Chinese medicine hospital of G province. This paper analyzed the status quo of traditional Chinese medicine hospital at county-level, reveals the existing problems and the main reasons; Then puts forward the construction of performance evaluation index system of traditional Chinese medicine hospital of G province -- the basic goal and general thought, evaluation objects and subjects, the choice of evaluation tools and methods, the design of evaluation index system, the application and implementation and some related countermeasures. Finally draw a conclusion:traditional Chinese medicine hospital at county-level as a public hospital, must take social responsibility, and reflect " public benefit" of public hospital; Must change the original "economic management" mode to "performance management" mode, and namely, take the quality of service and workload as the important thing; The new performance evaluation scheme must take the existing performance evaluation system of the traditional Chinese medicine hospital at county-level of G province as the basis, and combined with the actual, to make the new design of the performance evaluation scheme more scientific and feasibility. |
