Research On Criminal Medical Security Mechanism Of Guangdong G Prison

Respecting and protecting human rights is an important symbol of the development of human civilization and social progress.The protection of human rights of prisoners has always been one of the focuses of social concern.The right to life and the right to health are the most fundamental basis and premise to guarantee other rights.Therefore,the medical security of prisoners has become the top priority of the prison’s human rights protection,and also an important work that the prison must always carry out.At present,China’s prison medical security system mainly forms a three-level medical and health network,which covers all provinces,municipalities directly under the central government and autonomous regions horizontally,and the central hospital,prison hospital and the corresponding primary clinic vertically.To some extent,the formation of this network has alleviated the deficiencies in prison medical treatment,and played a very important role in the treatment of some critically ill and severely ill prisoners as well as the prevention and treatment of various diseases in prison.However,with the development of economy and the progress of social civilization,the medical security of prisoners has been put forward more professional and higher requirements.Due to the particularity of prison environment and patients,it is difficult to effectively implement certain medical security,and the most important right to life and health of prisoners lacks more adequate protection.How to correctly apply relevant laws and regulations,take into account the characteristics of the prison itself,build a prison characteristic medical security system,to maximize the protection of life and health rights and interests of prisoners has become an urgent problem to be solved.In this paper,by using participatory observation and questionnaire survey research methods,based on the policy execution model,Smith by prison inmates medical security problem as the research object,by G prison in Guangdong province as the study case,based on domestic prison for the reform of the basic principle,analysis found that lack of specific policy inmates disease treatment standard,inmates mistrust of medical personnel,such release,and death from disease treatment,medical staff medical treatment lack of initiative and enthusiasm from the inmates’ right to know,a medical doctor to take the initiative to health care,etc.,This paper puts forward the idea of improving the medical security of Gprison in Guangdong province and provides a reference for the reform of medical security system for prison inmates in China.
