Research On The Implementation Problems And Countermeasures Of Internet Medical Policy In Guangdong Province Based On Smith Model

With China’s socialism entering a new era,the people’s demand for a better life is increasing day by day,and the people have put forward a new requirement of high quality,affordable,efficient and convenient medical service.But at present our health enterprise still has unbalanced and insufficient development problem,"seeing a doctor is difficult" and "seeing a doctor expensive" phenomenon has not been well solved.In order to alleviate the above problems,China has started the exploration of Internet medical construction.As the pioneer,pioneer and experimental area of the national medical and health reform,as well as a major province of "Internet Plus" development,Guangdong Province has always been in a leading position in the construction of Internet medical services,and its achievements in the field of Internet medical services are representative to a certain extent.However,there are many problems in the process of implementing the Internet medical policy.Therefore,based on the Smith policy implementation process model,this paper analyzes the Internet medical policy implementation process in Guangdong Province through model research,literature research,in-depth interview and questionnaire survey.The research findings are as follows: The Internet medical policy in Guangdong Province has some problems,such as insufficient top-level design,insufficient implementation capacity of policy implementation agencies,low participation of policy target groups,and insufficient atmosphere for policy implementation.The main reason for this problem is that the Internet medical policy itself is not clear enough,rational enough and supporting policies are not perfect.Resources and facilities of policy implementation agencies are not effectively allocated,there is a lack of cooperation among departments,and the industry is short of talents and lack of positive incentives.The target group has a low understanding of the Internet medical policy and a weak sense of policy identity.The policy environment lacks legal guarantee,the special financial support is not enough,and the implementation degree of "people-oriented" medical philosophy is low.To optimize the implementation process of Internet medical policy in Guangdong Province,it is necessary to enrich the content of the policy,improve the rationality of the policy,and establish a supporting system for policy implementation at night.Give play to the leading role of policy and strengthen the cooperation between implementing agencies,improve the software and hardware construction of medical institutions,improve the supervision and incentive mechanism;Strengthen the propaganda of the policy,improve the understanding degree of the target group of the policy and policy identity;We will improve the environment for policy implementation,formulate and improve relevant laws and laws,increase financial support for special projects,and adhere to the core concept of putting people first.
