Objective: To build a general practitioner competency model to measure the status quo of general practitioners in Fuzhou City and compare it to the core requirements of“Person-Centred and Integrated Care” in strengthening grassroots services,focusing on patients' health needs,and integrating closely with other parts of the health system,in order to make recommendations for improving the competence of general practitioners in Fuzhou city.Methods: This study initially established the competency model of general practitioners through the literature analysis method,used the Delphi expert consultation method to determine the general practitioner competency model index system,and conducted a questionnaire survey on the general practitioners of community health service centers in Fuzhou City.Analyze and understand the situation of the competency of general practitioners in Fuzhou,and put forward the problems,and propose corresponding solutions.Results: Firstly,After two rounds of Delphi expert consultations,a competency model containing five first-level indicators,13 second-level indicators,and 51 third-level indicators was eventually formed.The level of activism and authority of the experts was 91.3% and 0.85,respectively,which met the requirements.The degree of concentration and coordination of expert opinions is also within the acceptable range.The reliability and validity of the model all meet the requirements.Secondly,General practitioners scored highest in self-assessment of basic clinical skills modules,followed by medical theory and knowledge,and finally service integration and continuous improvement.Thirdly,data analysis results shows that the highest academic qualifications and working years are important factors that affect thecompetency of general practitioners Conclusion: At present,there is still a big gap between the overall level of general practitioners,development goals and actual needs,and new requirements have been proposed to the general practitioners.For the health administrative departments and community health service centers,this study proposes following suggestion that includes improving model of competence,increasing government investment,promoting the integration of health services and implementing the general practitioner's contracting proposal.Through evaluation of the competency of general practitioners in Fuzhou City,this study hopes to provide reference for the follow-up related GP system performance evaluation or family doctor service implementation evaluation.
