Research On The Responsibility Of The Government In The Ecological Management Of The Xilingol League

With the smooth convening of the Fourth Plenary Session of the 19 th Central Committee of the CPC,China has attached great importance to the construction of ecological civilization to an unprecedented degree.The meeting pointed out that the construction of ecological civilization is an important guarantee for the people's well-being and the sustainable development of the nation,points out that Green Water and green mountains are the governing philosophy of the Silverhill of Jinshan District.This marks the crucial moment when our country has entered the ecological civilization.The construction of the ecological civilization is the only way to realize the great rejuvenation of the nation and socialist modernization.The development of the powerful nation in the ecological civilization is advanced,is able to create a happy life for the people of the beautiful home,is the overall ecological development into a reasonable science,sustainable green important initiatives.However,at this stage,there are still some deficiencies in ecological management.In such a background of the times and the people's pursuit of a better life and environment today,the author takes the grassland ecological environment in the Xilingol League area as the main research object,through in-depth investigation,interviews and analysis so as to make corresponding contributions to the region's ecological governance and ecological environment restoration,and at the same time make some efforts for the overall improvement of the environment.Through literature research,qualitative analysis and interview,this paper gives a comprehensive analysis and description of the concept of grassland ecology,the current situation of government responsibility in grassland ecological management,the theory of original ecological management and the new public theory,etc.,it lays an important foundation for the follow-up research of this paper.Based on the current situation of the Xilingol League,this paper findsthat the main problems of the grassland in this area are:first.With the rapid development of China's economy and infrastructure,the industrial level has jumped to the world level and the people have moved towards a civilized and well-off modern society,but with this has come the destruction of ecological and environmental problems,this is an inevitable and evasive problem in the course of development.Second,many departments stand in different angles and dimensions to think about the problem,the use of the entire grassland construction planning is not perfect,in the process of grassland ecological management for the lack of a corresponding evaluation and assessment mechanism.Third,the government and the citizens ideological and ideological changes are not in place.In the course of carrying out its responsibilities,the government should mobilize the participation of the people,not take the initiative to protect the grassland,lack a relatively reasonable protection mechanism,and not clear about the division of some responsibilities.Fifth,the punishment strength and the strike strength are not in place for the grassland illegal phenomenon.For the Xilingol League region,I also put forward corresponding suggestions and measures:First,we will advance the reform of the ecological environment regulatory system.Through the continuous reform,the decentralization of government and the construction of functional departments,the local functional departments can go deep into the front line and fully understand the difficult problems of local ecological environment protection,so as to accurately solve the problems of local ecological environment protection.Moreover,the local government participation management is a comprehensive management process,the government departments need to complete the overall coordination,responsibility division,function construction and other issues.By studying and studying the contents of the Fourth Plenary Session of the 19 th Central Committee,we need to carry out and implement the system as soon as possible.Actively explore new models,systems and methods,through new technologies and methods in the new era,formulate corresponding policies and management measures for theconstruction of grassland ecological civilization.Through modern,scientific and technological means to improve the grassland environment to make corresponding contributions and adjustments to reduce the ineffective input of resources,grassland financial and material resources more targeted input;Fourth,to promote the construction and management of the Grassland Ecological Management Project.In the process of grassland management,the aim is to enable the grassland to return to its natural state,to be able to form the appearance of natural existence,to interfere with the overall development of the grassland as little as possible,and to establish the goal of grassland management,which is of certain practical significance,it also reflects the basic idea and basic accomplishment of the harmonious coexistence between human beings and nature.Fifth,through the utilization of social resources and the establishment of a social supervision mechanism,all the people can participate in the process of governing the grassland environment,only when the masses take part in the process of protection and management of grassland resources,can the grassland management be long and stable.
