Rural drinking water safety project is an important livelihood projects implemented by the party and country,and it is a comprehensive solution to drinking difficult/drinking unsafe and other issues of rural residents.With the engineering construct and put into use,the research focus gradually shifted from construction to management.Because of its characteristics--complexity of construction conditions complex,difficult to after construction management,strong public welfare.And the water supply project exists unreasonable price forming,low collection rate,valuation model traditional and backward etc.All these problems result poor operation management after construction,unable to give full play to engineering benefit,even arose ill operation of water supply project,abandoned phenomenon of engineering,resulted in waste of state funds.Scientific and reasonable water price is the basis for long-term operation of rural drinking water safety project,and perfect price management system is a powerful guarantee of long-term operation.Scientific measurement and management of the rural drinking water price make great sense.This paper takes the rural drinking water price calculation as the starting point,and bases on the water price analysis results of domestic and foreign.Then estimating the water price model with composite ideas,starting from the water supply cost and resident’s carrying capacity,implements pricing method combined by various ways.Firstly,according to the construction and operation characteristics of rural drinking water safety project,focus on fixed and operating cost,and calculates the cost of water supply.Secondly,uses ELES model to analyze carrying capacity of water users.Then adjusts water fee expenditure,and analyses the bearing capacity under different income levels.Based on the cost water price and affordable water price,combines price adjustment and valuation model,and considers the basic price in ELES as fundamental water price of the two-part tariff,the baring capacity under different income levels as measurement water price of the two-part tariff.Use the income level of users as a basis for classification guidance pricing.At the same time,carries out financial subsidy policy for the project which cost is higher than usual to ensure sustainable operation of water supply project.On the basis of reasonable water pricing,develops water management research,aiming at the water price management problems existing in rural drinking water safety project,analyzing government,managers and water users,clear the duties and responsibilities of each stakeholder,and straighten out the relationship among them.Then establish a stratified water price management system,in which government leading,manager implementation,water user participation and supervision.This article relying on the national science and technology program--《Comprehensive demonstration of rural drinking water security technology in Dianjun》,reaching the current operation management situation of rural drinking water safety project in Dianjun,selecting the typical project to calculate its water price,form the classical guidance water price which suitable for engineering practice.And aiming at the problems existing in the water price management,proposes the effective proposals,for example establish financial accounts,implement two-part tariff,promote water user association.This will provide guidance for rural drinking water calculation and management,and then provide reference for similar area.
