Study On Management Mode Of Rural Drinking Water Safety Project After Construction ——Take Huainan City As An Example

Conference-Rural drinking water security is not only one of the important indexes of "two no worries,three guarantees and one security",but also the basic guarantee condition of rural life.By the end of 2021,the centralized water supply rate in rural areas had reached 89 percent,and the tap water penetration rate had reached 84 percent.The construction of the rural drinking water safety project is only the beginning.The government should also assume the corresponding management responsibilities.How to strengthen the post-construction management of the rural drinking water safety project,and do a good job in consolidating and expanding the achievements of poverty alleviation and revitalization of the countryside,should because for reflection and concern.Taking Huai-nan as an example,this paper sums up the management mode of rural drinking water safety project after construction by consulting a lot of documents,visiting rural drinking water safety projects in many counties and districts,and holding a symposium,and set up the index comparison system to compare it in multi-dimensions,trying to extract a model that can be generalized and replicated.The post-construction management of the drinking water safety project in Huai-nan rural areas is basically based on the county districts,and the management models of each county district have their own characteristics as well as similarities,after studying and summarizing five management modes,the first is the villagerself-government mode represented by Tian-jia-an District.The other is the town-village combined management model represented by Mao-ji experimental area.Third,the government specialized company pattern represented by Feng-tai County.Fourth,the model of private company represented by Shang-tang Waterworks.Fifth,Pan-ji district as a pilot model of municipal management companies.In view of the five management modes of Huai-nan Rural drinking water safety project,this paper mainly uses the comparative analysis method to carry on the comparative analysis,the comparison of indicators（comparison of management and protection subjects,comparison of management and protection funds,comparison of water quality testing,comparison of water supply price,comparison of Operation Management and protection,comparison of water source guarantee and comparison of user evaluation）,comparison of advantages and disadvantages,and comparison of applicability are analyzed and compared respectively,from this,we can get the good points of five management models of rural drinking water safety engineering after construction and the places that need to be improved.This paper puts forward some feasible suggestions for Huai-nan and other parts of the country,namely: making overall plans to promote the integration of urban and rural water supply;optimizing the layout and promoting the scale of regional water supply;adapting measures to local conditions the four countermeasures and suggestions,such as promoting the whole region water source surface,establishing the mechanism and promoting the standardization of operation and management,are of certain reference value for perfecting the long-term mechanism of the rural drinking water safety project management.Pic[1] Tab[10] References [61]...
