Research On The Issuance Of Seafarers' Certificates In China

The International Maritime Organization(IMO),which is a United Nations agency based in London,UK,is the primary body which has driven much international regulations in the maritime industry.Over the years,it has established conventions and codes of conduct to regulate international shipping.IMO standards traditionally have concentrated on technical standards for ship construction,maintenance,operation and equipment.More recently,however,it has given greater recognition to the overwhelming influence of human factors in shipping incidents and has sought to develop appropriate standards for human behavior,through such measures as the International Convention on the Standards of Training,Certification and Watch-keeping(STCW),among others.As an important member of IMO,China's maritime safety agencies(MSA)have always been consistent with the requirements of STCW and its subsequent amendments in the management of crew training and certification.A corresponding crew training certification system has been established in China,which has effectively promoted the crew market in China.However,we also noticed that with the continuous growth of the shipping industry and the crew market,the management of crew-certificates.issue is also facing many challenges brought by the "decentralized service" and "Internet+".Cracking down on individual illegally obtaining crew certificates,and maintaining the fair rights and interests of the most other seafarers.At the same time,the gradual improvement and optimization of the certificates-issue mechanism to promote the construction of a service-oriented government are urgent issues for China MSA.This paper takes the issue of the seafarer certificate in China as the research object,applies new public management theory,new public service and other theories,adopts literature analysis,comparative research,interview surveys,and other methods,combined with the status quo of the crew certificate issuance in China and,analyzes the problems of the crew issue management in practice,with draw on the advanced experience and practices of other countries and regions,puts forward own corresponding solutions and recommendations.This paper is divided into six parts as following:In part 1,it describes the research background,significance and current status of both China and abroad.It uses classified discussion and describes the research theories and methods for this paper,combining with the research direction.In part 2,it explains the concepts and professional vocabulary involved in Issuance of crew certificate work.Briefly introduce the basic process of seafarer certificate issuing;By expounding the main applied theories,the basic meaning of relevant theories and their reference significance in the management of crew certificates are introduced.In part 3,From the measures and achievements of China's MAS in recent years,combined with the status of forgery of domestic and international in crew certificates domain,specifically referring to the problems existing and encountered in the issue of crew-certificates issuance.Subsequently,analyzes and discusses the causes of each problem by means of investigation,comparison and quantitative analysis.In part 4,Contrary to the problems found in the issue of crew certification,combined with typical foreign cases,and the methods of standardized management of the issue of crew certificates and the provision of high-quality and convenient services for crew members are described.In part 5,Combined with the previous problem analysis and experience reference,through the method of sorting out,analyzing and comparing the survey data,this paper puts forward specific solutions and Suggestions from the following three aspects:promoting the construction of service-oriented government,constructing an intelligent platform for issuing crew certificates,and promoting the construction of traffic integrity system.In part 6,it summarizes the reasons and ideas of this topic,expresses the willingness to to maintain and improve the order of seafarers' market continuously through study and puts forward relative suggestions on the issue of seafarers' certificates.As an important resource of the national maritime strategy,the crew's competence directly affects the safety of navigation ships.Studying the issue of seafarer's certificate and ensuring the seafarer's competency is an important and prerequisite for preventing marine traffic accidents.By analyzing the problems existing in the issue of crew certificates and finding corresponding solutions,it has great significance to continuously regulate crew certification and ensure crew quality.At the same time,by continuously optimizing supervision procedures and improving service measures,local government service functions can be better exerted,and the construction of a service-oriented government in China is further promoted.
