Service-oriented maritime is a part of Service-oriented government in our country.In the practice of maritime services,there are various factors that affect the efficiency of maritime service,I find the way to solve the problem in theory,the theory is that new management of public service an Service-oriented government.This article will choose NGCN service-oriented construction as the research object,depend one process of establishing service-oriented maritime achievements and the existing problems,and to adapt to the development in the new period must further deepen the service of the construction of maritime necessity.the article covers the following five parts.the first parts,explain the new public management theory,new public service theory,and service-oriented government theory.The second part,according to the construction of NGCN as an example,analyzed the achievements and some problems in the process of building a service-oriented management in recent years.The third part,guided by the advanced experience of maritime management at home and abroad.the fourth part,to take a service-oriented government as the main line,puts forward some countermeasures to deepen the service of the construction of NGCN advice.Offering beneficial enlightenment for the service-oriented public management in NGCN,promoting the healthy and rapid development of marine economy in Qingdao.Through analysis and contrast the management mode of developed countries and regions and practical experience,this article suggested that NGCN should be changed in the following four parts.The first part,deepen the concept of service-oriented maritime management,upgrading the service system for all people.The second part,Promote the building of wisdom maritime.The third part,change the HR system make it more efficiency.The fourth part,use the advanced high tech equipment.
