service image to the public.Fundamentally speaking,safeguarding and protecting the basic rights of the people is the main purpose of building a service-oriented government.Therefore,the service-oriented government must form the modern service concept of "people-oriented".Construction of a service-oriented government in our country under the background of rapid development,the maritime bureau in 2010,put forward the construction of "four maritime type" service-oriented maritime,learning maritime,innovative maritime,responsible for maritime "specific mission objectives,determine the maritime affairs in the new period the main task is to improve the administrative ability and service level,so as to build a" service "for the people heart and soul of the concept,to a service-oriented government could improve the relationship with the people of the maritime and strengthening service function has important meaning;On the basis of absorbing the traditional public administration and summarizing the humanism,the new public service theory emphasizes that people should be the core,people should be valued instead of efficiency,citizens should be served instead of customers,and the government should treat citizens as citizens,not just voters or customers.The new public service theory is helpful to deepen the understanding of the personal-standard of the administrative executive,so as to establish the value of the personal-standard,and to provide a certain ideological foundation for the construction of the service-oriented maritime affairs.New public management theory and new public service theory have laid a solid theoretical foundation for the construction of service-oriented maritime affairs in China.Under the among various departments should be strengthened,personnel should be reasonably allocated,and construction of public service departments should be strengthened.The constraint mechanism of service administration with service accountability is gradually formed,and an effective service accountability system is established by analyzing the deficiencies of the current accountability system.To
